About this file
This is a First Source Jobs Ordinance document related to DeKalb County, Georgia's procurement requirements for state and local contracts. The ordinance establishes hiring and employment practices that apply to contractors and subcontractors working on county projects. The document outlines mandatory provisions for contractor compliance regarding local workforce participation, apprenticeship programs, and community benefit agreements designed to ensure that contract opportunities generate employment for residents within DeKalb County and the surrounding region.
The ordinance specifies requirements for contractors to hire from identified first source pools, which typically include local residents, individuals from underrepresented communities, and apprenticeship program participants. Contractors must document their efforts to meet these hiring targets and report compliance throughout contract performance. The document establishes penalties for non-compliance and requires contractors to incorporate First Source Jobs language into all subcontracts. These requirements directly apply to the Candler Road/Flat Shoals Parkway LCI Master Plan Study Update project and any associated consulting or professional services contracts awarded by DeKalb County.
