About this file

This document is a Statement of Work (SOW) for the U.S. Department of Agriculture Forest Service's Unmanned Aircraft Systems (UAS) Lithium Battery Safety Abatement project. The SOW requires a contractor to provide specialized lithium-ion battery storage and charging equipment for three locations in the Southern Region: Lawrenceville, GA; Chattanooga, TN; and Lufkin, TX. Specific requirements include lithium-ion storage cabinets with fire suppression, exhaust monitoring, and fireproof construction, along with charging sleeves rated for high temperatures and blast-proof design.

The solicitation (12444026Q0008) is a small business set-aside for commercial items, seeking safe lithium-ion storage containers for three Region 8 locations. The deliverables include multiple cabinets and charging sleeves with specific capacity, size, and technical requirements. The North American Industry Classification Standard Code is 332439, with a small business size standard of 600 employees. The solicitation allows all responsible sources to submit quotations, with the goal of addressing thermal runaway hazards and life-safety risks associated with drone battery storage and maintenance.

US Department of Agriculture (USDA)

Statement of Work

Project Unmanned Aircraft Systems (UAS) Lithium Battery Safety Abatement

General Information

1.0 Scope of Work

The contractor shall provide all the components identified in the Statement of Work and provide shipping and handling to the locations identified.

2.0 Background

The Southern Region of the United States Forest Service is recognized as a leader in the agency with a robust Unmanned Aircraft Systems (UAS) drone program. There are several locations across the Southern Region where drones and associating components are stored and maintained for use.

The aircraft are powered by lithium-ion batteries which present a thermal runaway hazard that can lead to fires and/or explosions. These hazards present a life-safety risk to building occupants as well as facility damage, therefore the agency must address the concern in accordance with manufacturer and ICC recommendations.

Currently, the facilities do not contain the required safety components for safe lithium-ion battery storage, transporting, charging, or maintaining. The equipment described herein will address all of the concerns and provide a safe solution for the UAS program.
