About this file

This is a single source solicitation document from the City of Winter Park, Florida, for Fire Vehicle Exhaust Extraction Systems. The solicitation, identified as SS25-14, seeks to procure Plymovent Fire Vehicle Exhaust Extraction Systems from Safe Air Corp., with a release date of October 4, 2024, and a response deadline of October 25, 2024, at 2:00 pm. The document indicates that the procurement is specifically for repairs and maintenance of Plymovent systems already in service at three fire stations, with the goal of maintaining compliance with NFPA safe breathing air regulations.

The estimated fiscal year spending for this procurement is $50,000, and the city acknowledges that this purchase will obligate them to Safe Air Corp. for future maintenance and potentially similar future purchases. The solicitation emphasizes that Safe Air is the exclusive dealer of Plymovent systems, which justifies the single source procurement method. The document includes a vendor questionnaire section and requires potential vendors to provide specifications and information, though the specific details of those requirements are not fully elaborated in the provided document. The procurement follows Florida Statute 287.057 and will remain active for fifteen business days to allow for potential alternative vendors to demonstrate their capabilities.

2. Notice

It is the policy of the City of Winter Park to consistently purchase goods and services by full and open competition. The taxpayers of Winter Park are best served when we make sound business decisions based on competitive bids or proposals. Early acquisition planning, including the Procurement Division, can help to avoid delays and facilitate effective market research. However, there may be instances in which a method other than full and open competition can be justified. If a user department determines that a method alternative to full and open competition is necessary or in the best interest of the City of Winter Park, appropriate justification for that course of action must be submitted to the Procurement Division for approval in order to waive the competitive procurement process.
