Single Source Justification (Simplified Acquisition)

Security Marking (select from the drop-down list)

November 2018 Security Marking (select from the drop-down list) Page 1 of 1

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 97th Contracting Flight

Project/Program Name: Repair of P23 fire truck

Purchase Request / Local ID Number: F1B3S20101AW01

Estimated Contract Cost (including Options): $80,000.00

Section B: Description of the Supplies/Services Required

Repair of ARFF P-23 Firetruck torque converter shaft. Shaft assembly is sheared and will need rebuild (cheaper vs. replace).

Section C: Justification for Soliciting from a Single Source or Brand Name

With a P-23 down at Clinton Sherman airfield, the fire department is unable to provide enough gallonage to support landing of heavy aircraft. This creates a high urgency in completing maintenance as fast as possible to return the airfield to its former state of landing heavy aircraft. The contractor (Palmer Johnson, Dallas) we are looking at utilizing is the manufacturer for the transmissions in our P-23 Firetrucks. Using Palmer Johnson will provide the best quality of maintenance as well as the most timely as they are the closest and the original manufacturer.

Section D: Efforts to Obtain Competition

There are other companies that could possibly repair the fire truck but they are not specialty experts in P-23 transmission repair, so they will not be the most timely option in getting our critical fire truck back to operational.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

We have no steps to preclude need for sole sourcing in the future. Palmer Johnson is the most appropriate contractor to use following the justification above.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
