STATEMENT OF WORK

Requiring Office Name: National Severe Storms Laboratory

NRMAG000-20-00227

1. Background and Purpose

The National Severe Storms Laboratory (NSSL) located in Norman, Oklahoma has a new multi-functional radar called the Advanced Technology Demonstrator (ATD). The ATD is contained within a re-purposed radar tower previously called the National Weather Radar Testbed (NWRT). The NWRT tower previously accommodated an experimental radar named the Multi-functional Phased Array Radar (MPAR) that was housed within a two-story enclosure that completely bounded the radar antenna and the associated electronics. The fire suppression system contained within the enclosure of the MPAR was FM200. In 2013, the MPAR was decommissioned, and the entire two-story enclosure, to include the fire suppression system, was removed. In July of 2018, the new ATD radar install was initiated and functional by late December of 2018. The current ATD install does not have a fire suppression system employed within the tower. NSSL must obtain and have installed a fire suppression system that can quickly and adequately deploy a quick-acting agent that not only will put out any potential fires that may occur within the ATD Tower, moreover, not cause damage or pose danger to any equipment or personnel.

2. Scope and Objectives

To obtain a service and to purchase along with a fire suppression system, to include installation and maintenance, as well as to provide training thereof for the expected life of the current radar install.

3. Product Specifications

• To be able to suppress any types of fires within the total internal volume of the ATD Tower.

Note 1: Drawing of the tower is below for reference only. All viable vendors who elect to bid on this project are strongly encouraged to attend on-site visit prior to any award in order to calculate the absolute total volume of tower for suppression coverage.

Note 2: Rotating deck in azimuth at the 30’ line adds to the complexity of installing a fire suppression system, which cannot impede the travel of the azimuth deck.

• A fire suppression system that shall come equipped with its own fire monitoring device capability that can be monitored remotely and can alarm the proper authorities if and when a fire occurs within the Tower facility.

• A fire suppression agent that can be deployed automatically and manually.

• A fire suppression agent that after deployment does not cause damage to associated electronics and equipment within the ADT Tower.

• A fire suppression agent that during and after deployment is safe to personnel within the ATD Tower.

• Entire top level is a rotating platform. The fire suppression system shall not impede the rotation and shall be operational for any possible orientation of the rotating platform.

• Nothing opaque or reflective to Radio Frequencies (RF) (for example, metal tubing, copper lines, nozzles, etc.) may be attached to the Radome or protrude more than 8 inches above the flooring of the top level that has the rotating deck.

• Visual and audio alarms present within the ATD tower prior to and during fire suppression agent deployment.

• To include a remote monitoring capability, such as the ability to check the overall system on-line via an Ethernet connection would be preferable.

• Current Fire Suppression System cannot impede or negate the current fire monitoring system already present within the ATD Tower.

• All applicable University of Oklahoma codes, along with State and National, shall be adhered to.

• Preventative Maintenance: Perform all preventative maintenance and inspection items required to ensure proper operation of Fire Suppression System a minimum of one year after install.

• Corrective Maintenance: Prime vendor must be able to provide corrective maintenance services either after expiration of warranty and/or outside of the warranty provisions for up to 5 to 7 years after install, to include necessary software, firmware and hardware upgrades as necessary.

• Warranty: All parts and workmanship shall be warrantied after install for a minimum of two years.

4. Price Consideration: (Do you require pricing by line item, one price for all items, etc.)

Pricing shall be done by line items and shall be parsed between parts purchased, services conducted, and any labor costs involved with hourly rates.

5. Requested Delivery/Period of Performance:

Not to exceed June 1, 2020 or ninety days after award is acceptable.

6. 12 month Option Period(s) Added:

Not applicable
