140R3023Q0057 Performance Work Statement Fire Suppression System and Fire Extinguisher Inspections/Monitoring, Maintenance & Repairs

Section I – Summary of Work The Bureau of Reclamation Lower Colorado Regional Office currently has a requirement for the inspection, maintenance, service, and 24/7 monitoring of the fire suppression system of their facilities. The fire suppression systems include, but is not limited to sprinklers, risers, backflow preventers, fire hydrants and extinguishers. This requirement shall have a Contractor conduct the inspections, maintenance, service, and monitoring with compliance to the current/latest NFPA standards, as well as (AHJ) Fire Department requirements. The Contractor shall provide a 24/7 fire monitoring service for all the Bureau of Reclamation Lower Colorado Regional Office facilities. The Contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to effectively and efficiently fulfill all requirements of this contract for all facilities.

Section II – Definitions & Acronyms AHJ – Authority Having Jurisdiction Acceptance, Inspection and Test Inspection and testing may be required when accepting the installation of new or replaced equipment.

USBR – United States Bureau of Reclamation LCRO – Lower Colorado Regional Offices Bureau of Reclamation Business Office Hours – 7:00 A.M. through 4:30 P.M. PDT, Monday through Friday, excluding weekends and holidays.

Clean – The absence of dirt, dust, surface marks, fingerprints, spills, oils, gum, grime, film, stains, streaks, spots, blemishes, chemical residue, and/or any other foreign matter or chemical residue that cannot be removed without permanently damaging the underlying surface.

COR – Contracting Officer’s Representative Deficiency – Any condition that exists in appearance, function, or condition which does not meet the requirements of the Original Equipment Manufacturer (OEM) operating/maintenance guidelines or industry standards.

Green Initiative – The Green Initiative covers many facets from generating inspection checklists electronically instead of paper, using environmentally safe cleaners, to promoting energy-efficiency, etc.

Litter – Debris, waste paper, rags, dust, dirt, beverage containers, trach, etc.

Quality Control Program – A method used by the Contractor to assure that quality services are provided to satisfy contract requirements.

Quality Assurance – A means by which the Bureau of Reclamation is able to confirm that the quantity and quality of services received conformed to contract requirements. These methods/procedures are not intended to aid the Contractor in the performance of the contract requirements and shall not be a substitute for contract quality control.

Work Control Desk – Unit where the Contractor shall check-in and check-out when arriving or departing the job site. Reclamation’s Lower Colorado Regional Maintenance Office [phone numbers to be provided upon award]

Section III – Services A. Codes The Contractor shall adhere to applicable federal, state, city, and county construction codes, ordinances, and regulations. Work shall be in accordance with uniform building codes. All federal and state OSHA requirements and current NFPA Codes and Regulations shall be followed. Any deviations shall be approved in writing by the Bureau of Reclamation. Contractor shall comply with the AHJ Fire Department Code and Regulatory Requirements.

National Fire Protection Association:

· NFPA 10 – Standard for Portable Fire Extinguishers.

· NFPA 25 – Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems.

· NFPA 72 – National Fire Alarm and Signaling Code.

· NFPA 2001 – Standard on Clean Agent Fire Extinguishing Systems

B. Specific Requirements

1. Contractor shall perform quarterly inspections on all Fire Suppression Systems (Wet) or as defined by latest fire codes NFPA-72, NFPA 25, NFPA, 10, NFPA 2001, and (AHJ) Fire Department requirements for all fourteen (14) buildings. The Contractor shall notify the Work Control Desk within one (1) business day of any findings.

2. Contractor shall perform quarterly inspections on Fire Suppression Systems (Pre-Action), or as defined by latest fire codes, for fourteen (14) buildings. The Contractor shall notify the Work Control Desk within one (1) business day of any findings.

3. Contractor shall perform semi-annual inspections on Clean Agent Fire Suppression Systems in 3 buildings (Building 100, the Admin. Building Bunker area, and Building 1400. Contractor shall notify the Work Control Desk within one (1) business day of any findings.

4. Contractor shall perform semi-annual inspections of the Fire Alarms of the fourteen (14) identified buildings. Contractor shall notify the work control desk within 1 business day of any findings.

5. Contractor shall perform annual inspections on Fire Suppression System Risers or as defined by the latest fire codes for fourteen (14) buildings. Contractor shall notify the Work Control Desk within one (1) business day of any findings.

6. Contractor shall perform annual inspections on the twenty-two (22) Backflow Preventers or as defined by fire codes. Contractor shall notify the work control desk within 1 business day of any findings.

7. Contractor shall perform annual inspections on eleven (11) Fire Hydrants located at Date Street and Admin/Annex campuses. Contractor shall notify the Work Control Desk within one (1) business day of any findings.

8. Contractor shall perform annual inspection of ninety-five (95) Fire Extinguishers and re-fill any that need to be brought within specifications. Contractor shall notify the work control desk within 1 business day of any findings.

9. Contractor shall perform Fire Alarm monitoring (long range network) on a 24-hour, 7-days a week, and 365-days a year basis for fourteen (14) buildings. Contractor shall contact Bureau of Reclamation personnel on emergency contact list for any emergency situations.

10. Contractor shall perform maintenance and repairs on all Fire Suppression Systems for all fourteen (14) buildings. The Contractor shall notify the Work Control Desk within one (1) business day of any findings.

11. Contractor shall, for normal requests, respond within eight (8) hours of being requested by the Bureau of Reclamation. If such request would push contracted personnel into overtime status, work may resume or start at the beginning of the following business day. For emergency actions needed, contractor shall respond within four (4) hours of being notified of issue.

12. No work shall be completed until written work cost estimate is submitted and approved by authorized representative of the Bureau of Reclamation, Lower Colorado Regional office.

13. All existing facility drawings will be made available, after award, at the request of the Contractor.

14. Contractor shall provide updated As-Built Drawings for any changes to the fire suppression system and/or smoke matrices.

15. Any damage to Reclamation property caused by the Contractor shall be repaired to match the surrounding area, at no cost to the Government.

16. All ambiguities, conflicts, and requests for interpretation of job requirements shall be submitted to the Work Control Desk and Contract Specialist. All requests shall be addressed by Reclamation before proceeding with work.

C. Site Visit

1. If a site visit is required for a specific job, it shall be coordinated at least five (5) business days in advance with the government point of contact or alternate.

2. Contractor is recommended and expected to inspect the site where services are to be performed and to satisfy itself regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Section IV – Job Sites A. Contractor shall provide all service, maintenance, and inspection to any of the Lower Colorado Regional Offices.

1. This may include, but is not limited to the following buildings:

iv. Building 700

v. Building 800

vi. Building 900

vii. Building 1000

viii. Building 1100

ix. Building 1200

x. Building 1300

xi. Building 1400

b. Administration Building

c. Administration Annex Building

d. Colorado Street Building

Section V – Scheduling Performance At least three (3) business days prior to the start of any on-site work the Contractor shall contact the Work Control Desk to coordinate and schedule a Reclamation escort for the Contractor’s employees.

Section VI - Government Records Upon job completion, all records and documentation, including, but not limited to Databases, Drawings, O&M Manuals, Equipment Historical Data, etc., shall remain the sole property of Reclamation.
