Fire Flow Test Documentation Sheet Summary
This document is a Fire Flow Test Documentation Sheet for the City of Tampa Wastewater Department, specifically designed for conducting standardized fire flow testing on hydrants at municipal facilities. The sheet provides a systematic procedure for testing approximately 32 fire hydrants at the Howard F. Curren Advanced Wastewater Treatment Plant (AWTP) located at 2700 Maritime Boulevard, Tampa, Florida. The testing procedure involves locating a residual hydrant and flow hydrant, measuring static pressure and residual pressure, recording nozzle outlet information, and using a pitot gauge to measure flow rates. The documented data is then used to calculate total flow using Equation 1.1 and circulation flow using Equation 1.2. Upon completion of testing, hydrants are painted according to color-coding standards based on calculated flow rates at 20 psi residual pressure, with the hydrant barrel and caps painted yellow and the bonnet painted the appropriate color corresponding to flow capacity.
The testing requirements are governed by material specifications referenced in M17 for the City of Tampa Water Department. Contractors performing inspection, testing, certification, and maintenance services on these hydrants must comply with all procedures outlined in this documentation sheet, including proper nozzle measurement, pressure stabilization protocols, and adherence to the minimum 10 psi pressure differential requirement between static and residual pressures. The procurement is designated as a sheltered-market contract for Small Local Business Enterprise (SLBE) vendors, with bids due September 14, 2026. Additional compliance requirements include ADA accessibility standards and OSHA safety protocols as specified in the procurement package.

16.) Calculate the flow (Total Flow) using Equation 1.1 below.
use of pumper nozzle outlets for flow test if pumper nozzle is utilized.
d = nozzle ID (in)
P = Pitot gauge pressure (psi)
9.) Feel inside hydrant and note the type of nozzle outlet. Refer to Figure 6-3 in M17. Use appropriate Outlet coefficient in Eq. 1.1
10.) Slowly open hydrant valve fully and allow to flow.
17.) Calculate the C.C. Flow using Equation1.2 above.
12.) Open Flow Hydrant slowly until fully open.
13.) Wait for pressure at the residual hydrant to stabilize and record pressure in psi as Residual Pressure.
15.) If residual pressure is not at least 10 psi less than static pressure repeat test while flowing through

14.) Simultaneously use pitot gauge to measure the flow at the flow hydrant.
8.) Remove hose nozzle cap and measure the inside diameter in inches of the nozzle to the nearest 1/16".
1.) Locate Residual Hydrant. Verify hydrant number and location on the form in spaces provided.
7.) Locate Flow Hydrant. Note hydrant number and location on the form in spaces provided.
18.) If the observed residual pressure is below 40 psi the hydrant color scheme shall be based upon half of the observed flow.
11.) Station one observer at the residual hydrant and one observer at the flow hydrant.
19.) The initial flow hydrant is the hydrant that shall be painted. Paint hydrant barrel and caps yellow. Paint hydrant bonnet the appropriate color based on the calculated flow at 20 psi residual. Use high grade enamel
2.) Flush residual hydrant until water is free of foreign material.
3.) Install nozzle cap fitted with pressure guage.
5.) Close vent and open hydrant valve fully.
4.) Open hydrant valve slowly until all air is vented from hydrant.
6.) Record pressure as Static Pressure
