Description/Specifications/Statement of Work

1. DESCRIPTION OF SERVICES. Contractor shall provide all labor, parts, equipment, conveyance, and transportation necessary for the inspection, maintenance, repair, hydrostatic testing and recharging of all types of handheld portable fire extinguishers, 150-pound Halon flight line wheeled fire extinguishers on Kunsan Air Base, South Korea.

1.1. SCOPE OF WORK.

1.1.1 Contractor shall be responsible for Annual Service, 6-year complete maintenance, (12-Year) Hydrostatic Testing, Recharging, Refurbishment, Salvage and Record Keeping/Documentation of all types of handheld extinguishers to include class

A, B, C, and D. (Including those manufactured by Amerex, Ansul, Badger, Buckeye, Flag, First Alert, Kidde, and Sentry.)

1.1.2 Contractor shall be responsible for the Monthly Inspection, Annual Service, 6-year complete maintenance, (12-Year)

Hydrostatic Testing, Recharging, Refurbishment, Salvage and Record Keeping/Documentation of all 150-pound Halon flight line wheeled fire extinguishers, and war reserve materials (WRM) 150-pound Halon flight line wheeled fire extinguishers.

1.1.3 All procedures shall be conducted in accordance with the current edition of National Fire Protection Association (NFPA)

Standard 10, Air Force Occupational Safety, Fire and Health Standards DAFMAN91-203, Technical Order and TO 13F4-4-121.

In addition, the contractor shall be responsible for managing and tracking all government furnished Halon 1211. (Accumulative amount tracked via Automated Civil Engineer Squadron Fire department ACES-FD).

1.2. CONTRACTOR AND PERSONNEL QUALIFICATION.

1.2.1 CONTRACTOR EXPERIENCE. The Contractor shall obtain a U.S. Department of Transportation (DOT) Certification

[Requalification Identification Number (RIN)] for facility (Bldg. 2815) in order to perform hydrostatic testing of fire extinguishers IAW NFPA 10 and 49 Coded Federal Regulation (49 CFR) ;(Section 172) within 6 months. IAW NFPA 10:

1.2.2 Persons performing maintenance and recharging of extinguishers shall be certified.

1.2.2.1 Cylinders and cartridges bearing U.S. Department of Transportation (DOT), or Transport Canada (TC) markings shall be retested in accordance with the applicable DOT or TC regulations.

1.2.2.2 Hydrostatic testing shall be performed by persons who are trained in pressure testing procedures and safeguards complying with 7.1.2 and who have testing equipment, facilities, and an appropriate manufacturer's service manual(s) available.

1.2.3 TECHNICIAN EXPERIENCE. The Technician shall have a minimum of two (2) year of experience on 150lbs Halon flight line fire extinguisher inspection and maintenance service IAW NFPA Standard 10 and RIN.

1.2.3.1 The Technician shall have the knowledge and expertise to inspect service and perform maintenance on all types of fire extinguishers. Contractor shall have the knowledge to recover Halon 1211 using the Halon 1211 closed Recovery/Recharge

System. Contractor shall have the knowledge to handle hazardous materials and high-pressure cylinders. IAW NFPA 10:

1.2.4 Replacement While Servicing. Fire extinguishers removed from service for maintenance or recharging shall be replaced by a fire extinguisher suitable for the type of hazard being protected and shall be of at least equal rating.

1.2.5 Tags or Labels.

1.2.5.1 Tags or labels intended for recording inspections, maintenance, or recharging shall be affixed so as not to obstruct the fire extinguisher use, fire extinguisher classification, or manufacturer's labels.

1.2.5.2 Contractor personnel must be able to read, write and understand in English language.

1.2.5.3 Contractor personnel shall present a neat appearance when on duty. All employees clothing approved by the Contracting

Officer's representative (COR).

1.2.6 Contractor shall not employ any person who is an employee of the U.S. Government if employing that person will create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air

Force, either military or civilian, unless such person seeks and receives approval according to DODD 5500.7-R, Joint Ethics

Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force, if such employment would be contrary to the policies in AFI 64-106.

1.2.7 Contractor must be aware that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours, or deployment. Military reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect contractor's ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract.

1.3. CONTRACTOR PERSONNEL AND VEHICLE PASSES. Prior to the start of on-site work, contractor shall submit applications for base passes (listed below) for all employees, including sub-contractor employees, and vehicle decals requiring access to Kunsan Air Base in order to perform under this contract (if needed):

(1) USFK Form 82-E, Application for Installation-Base Pass

(2) USFK Form 195EK-E, Application for DOD Vehicle Reg. Decal

(3) AF 2293, Government Vehicle License

(4) AF 1199B, Area 20 Flight line Badge

(5) AF 483, Certificate of Competency, Flight line Driving

(6) Other Forms as Required

1.3.1. Upon completion of this contract, contractor shall return all applicable employee and vehicle passes to the Visitor Control

Section, 8 SFS /SFAP, Bldg. 1310, and obtain a Certification of Receipt.

1.4. QUALITY ASSURANCE. According to contract terms and conditions, contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of supplies or re-performance of non-conforming services at no increase in contract price. The Government will exercise its post acceptance rights

(1) within a reasonable time after the defect is discovered or should have been discovered: and (2) before any substantial change occurs in the condition of the item unless the change is due to the defect in the item. Such surveillance will be done in accordance with standard inspection procedures and any action taken by the Contracting Officer's Representative (COR) as a result of surveillance will be according to the terms of this contract.

1.5. PHYSICAL SECURITY. Contractor shall be responsible for safeguarding all Government property for contractor's use. At the end of each work period, all Government facilities, equipment and materials shall be secured.

1.6. HOURS OF OPERATION. Contractor shall perform the services required under this contract during the following hours:

0730 - 1630 hours, Monday through Friday, including U.S. legal holidays and Korean holidays, unless otherwise authorized by the Contracting Officer. Contractor shall ensure the shop is manned by a trained employee between the hours of 0800 and 1000 on the above stated days for the purpose of customer service.

1.7. HOLIDAYS

U.S. Holidays: Work shall be performed on U.S. holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer. When a U.S holiday occurs on a Saturday or a Sunday, the holiday is observed on the preceding Friday or following Monday, respectively.

1.8. DUTY LOCATION. Building 2815, which has been inspected for compliance with the Occupational Safety and Health Act

(OHSA). No hazards have been identified for which work-around have been established.

1.9. CONSERVATION OF UTILITIES. Lights shall be used only in areas where work is actually being performed. Contractor shall not adjust mechanical equipment controls for heating, ventilation and air conditioning systems. Water faucets or valves shall be turned off when not in use.

2. DEFINITIONS

2.1. MONTHLY INSPECTION. This inspection is required for the 150lb flight-line fire extinguisher. Inspection is a "quick check" that an extinguisher is available and will operate. It is intended to give reasonable assurance that the extinguisher is fully charged and operable. This is done by seeing that it is in its designated place, that it has not been actuated or tampered with, and that there is no obvious physical damage or condition to prevent operation.

2.2. INSPECTION/ANNUAL MAINTENACE. This is a thorough examination of the portable handheld extinguishers only. It is intended to give maximum assurance that an extinguisher is operated effectively and safely. This also includes the replacement of the seal, if missing. It will determine whether Six-Year Maintenance, Repair/Recharging, Hydrostatic Testing or Replacement is needed. Annual Maintenance shall be conducted in accordance with current NFPA 10 standards. It will normally reveal the need for hydrostatic testing. During annual maintenance the 150lb flight line fire extinguisher will have its weight annotated via

ACES-FD.

2.3. ANNUAL MAINTENANCE. This service maintenance of the 150lb flight-line fire extinguisher shall be performed yearly in accordance with 13F4-4-121, after any use of the extinguisher, or when visual inspection reveals the need for service. Service maintenance is a "thorough check" of the extinguisher. It is intended to give maximum assurance that an extinguisher can operate effectively and safely. It includes a thorough examination and any necessary repair or replacement. It will normally reveal the need for hydrostatic testing. During annual maintenance the 150lb flight line fire extinguisher will have its weight annotated via

ACES-FD.

2.4. SIX YEAR MAINTENANCE. This service is required at any time an extinguisher needs to have the extinguishing agent replaced, the extinguisher has been discharged, 6yr manufactured point in accordance with NFPA 10, and/or TO 13F4-4-121, or when identified through Annual Maintenance. Included is a thorough examination of the Mechanical Parts, Extinguishing Agent and Expelling Means. Also included is the complete disassembly and re-assembly of the extinguisher and all labor and parts necessary to restore the extinguisher to full serviceable condition. All Maintenance shall be conducted in accordance with current

NFPA 10 standards and TO 13F4-4-121.

2.5. HYDROSTATIC TESTING. This service is required every 12 years or when identified through annual inspection.

Hydrostatic testing is to be conducted with an approved United States (US) Department of Transportation (DOT) certified hydrostatic testing system. All testing shall be conducted in accordance with current NFPA 10 standards, Compress Gas

Association (CGA 6, 12) specifications and the applicable DOT hydrostatic testing requirements and/or applicable DOT exemptions, note: Hydrostatic gauges must be calibrated annually to ensure accuracy.

2.6. RECHARGING/RE-SERVICE/REPAIR. Recharging/re-service and repair are performed only when Six Year Maintenance is not required. This service will involve any in shop repair to the mechanical components of the extinguisher, the recharging/re-service of nitrogen, weighing or a combination thereof. This service shall not be conducted concurrent with any other type of in shop service.

2.7. DEFINITIONS. For definitions or any other term relating to this contract, refer to NFPA 10, Chapter 1-3.

3. CONTRACTOR FURNISHED PROPERTY/MATERIAL. The Contractor will furnish all necessary tools, equipment, parts, materials and fire extinguishing agents such as dry chemical, Halon 1211 and nitrogen for the performance of this work will be provided by the government. The use of personal computers and office supplies will be based on availability. Contractor will ensure as a minimum 30 days' supply of materials for the performance of this contract.

3.1. The Contractor will provide a vehicle for the purpose of flight line fire extinguisher inspections and for transfer of flight line extinguishers to and from the flight line area.

3.2. Contractor shall provide all labor, parts, equipment, conveyance and transportation necessary for the inspection, maintenance, hydrostatic testing and recharging of all types of handheld portable fire extinguishers and 150-pound Halon flight line wheeled fire extinguishers on Kunsan Air Base. South Korea.

4. KUNSAN AB WILL PROVIDE.

4.1. MATERIAL. Kunsan AB will provide the work area, ventilation system, and utilities for the performance of this contract.

4.2 SAFETY EQUIPMENT. Kunsan AB will furnish all safety equipment, except safety boots.

4.3 UTILITIES. Water, electricity, and sewage are available from existing work sites and will be provided to the contractor without cost.

4.4 TELEPHONE SERVICES. Kunsan AB will provide telephone service to the contractor without cost; however, this telephone is to be used only for the performance of this work, and long-distance calls are prohibited. Note: Security Forces, Fire Reporting and Medical Emergencies phone Number is 911.

4.5 GOVERNMENT LIABILITY. Contractor shall be responsible for operating all equipment in safe manner and ensure the safety of all shop personnel. If contractor personnel injure themselves due to their own negligence, the government is not liable.

5. SPECIFIC TASKS.

5.1 TRAINING. Contractor shall be solely responsible to train all contractor personnel necessary to execute this contract.

Contractor shall be trained regarding basic Halon, Class I Ozone Depleting Substances (ODS) awareness training, identifying proper handling and Halon emissions reduction within 30 days of assignment/employment.

5.2 MONTHLY AND ANNUAL INSEPCTION/MAINTENACE.

5.2.1 All handheld portable fire extinguishers on Kunsan Air Base shall be inspected annually and subjected to applicable Annual

Maintenance procedures in accordance with current NFPA 10 standards. Handheld portable fire extinguishers will have annual inspections conducted on site at the facility they are assigned. All 150lb flight-line fire extinguishers shall be inspected monthly and subjected to applicable Monthly/Annual Maintenance procedures in accordance with TO 13F4-4-121. Contractor shall be responsible for maintaining an adequate bench stock and will provide a report to Base Fire Department Logistics when parts are needed.

5.2.2 Contractor shall provide a report, which is a listing by the facility number, manufacturer's name, extinguisher type, size, location in the facility, and serial number. The report will also include the due date of the next 6-year maintenance and hydrostatic test date of each extinguisher. Based on the report, the contractor shall develop a maintenance schedule. The schedule is to list, by month, each fire extinguisher due maintenance. Contractor shall be responsible for maintaining records of all inspections of extinguishers and provide a monthly report to the COR Kunsan Air Base Fire Department, Fire Prevention Office.

The report shall be from a program designated by the Base Fire Department. Contractor shall have an in-depth knowledge and will input fire extinguisher information into the Base Fire Department's computerized Automated Civil Engineer

Squadron – Fire Department (ACES-FD) database program.

5.2.3 Contractor shall immediately notify the Base Fire Department and COR if an extinguisher is missing, not in its designated location, or appears to have been discharged for no apparent reason.

5.2.4 Contractor shall ensure all extinguishers are properly tagged IAW NFPA 10, Air Force Occupational Safety Fire and Health

Standard DAFMAN91-203, and 8 Fighter Wing Instruction (FWI) 32-2001.

5.2.5 Contractor shall not be responsible for the "inspection" of extinguishers mounted on vehicles, on aircraft, or in family dwellings.

5.3 SIX (6) YEAR MAINTENANCE/REPAIR/RECHARGING. Contractor shall be responsible for keeping extinguishers in service. All maintenance shall be performed in accordance with current NFPA Standard 10 and TO 13F4-4-121.

5.3.1 Contractor shall be responsible for the maintenance and repair of all handheld portable fire extinguishers located on Kunsan

Air Base to include extinguishers mounted on vehicles, on aircraft, or in family dwellings, including 150 lb. Halon flight line fire extinguishers. It is the owner's responsibility of the extinguisher, to bring it in for service.

5.3.1.1 Inspection shall include the visual check of the extinguisher, to discover discrepancies as outlined in TO 13F4-4-

121(Amerex model). This service shall also include the replacement of the extinguisher seal. The seal shall only be replaced if no other evidence of extinguisher discharge is found (i.e., Low Nitrogen Pressure). The contractor shall transport these extinguishers to his or her shop to perform any maintenance required with the exception of adding nitrogen to the Halon cylinder or wheels.

5.3.1.2 Minor maintenance involves any maintenance that does not require the transfer of Halon out of the tank. Examples of minor maintenance include changing a tire, replacing a gauge and lubrication of wheel bearings, and recharging with nitrogen.

This service also includes disposing of any damaged/salvageable items in accordance with disposition instructions. All minor maintenance shall be accomplished in accordance with DAFMAN91-203, TO 13F4-4-121, and NFPA 10 (2007 edition)

5.3.1.3 Major maintenance involves any maintenance action that requires the Halon to be removed and replaced. Examples of major maintenance include 6-year mandated maintenance, an extinguisher frame change, agent transfer for 12-year hydrostatic testing or placing an extinguisher that has been hydrostatic tested back in full service. This service also includes disposing of any damaged/salvageable items in accordance with disposition instructions. Transportation of extinguishers with broken welds to and from the Civil Engineering welding shop for repairs.

5.3.2 The extinguishers removed for 6-year maintenance or hydrostatic testing shall be emptied. The agent will be reused provided a closed recovery system (GFM) is used and the agent is stored in a sealed container to prevent contamination.

5.3.3 Contractor shall pick up, within 48 hours of notification, any fire extinguishers which have been identified by Kunsan Air

Base Fire Department personnel as needing maintenance/repair/recharging. Any fire extinguishers that have been identified by the facility managers as needing maintenance /repair/recharging will be taken to the Fire Extinguisher Maintenance Shop by the

Government Facility Manager during customer service hours.

5.3.4 Contractor shall ensure a replacement extinguisher that meets the minimum requirements outlined in NFPA 10 is provided at any time the assigned extinguisher is removed from the facility for maintenance/repair. The replacement extinguisher shall be of identical rating and class. Spare fire extinguishers will be provided by the government for this purpose.

5.3.5 All extinguishers subjected to Six-Year Maintenance, Recharging, or Repair shall be weighed. The reservice weight shall be within gross weight limits that are marked on the label IAW NFPA 10.

5.3.6 All extinguishers subjected to six-year maintenance shall be marked/labeled in accordance with current NFPA 10 standards and 49 CFR.

5.4 (12 YEAR) HYDROSTATIC TESTING OF HANDHELD PORTABLE, 150LB HALON EXTINGUISHERS. This service is required every 12 years or when identified through annual inspection. Hydrostatic testing is to be conducted with a United

State Department of Transportation (US DOT) certified hydrostatic testing system. All testing shall be conducted in accordance with current NFPA 10, Compress Gas Association (CGA) specifications and the applicable DOT hydrostatic testing requirements and/or applicable DOT exemptions. In the case of flight line extinguishers all hydrostatic testing will carried out utilizing the full water jacket method as required. All pressure vessels will receive complete visual both internally and externally prior to and post-test. Upon completion of the hydrostatic test all pressure vessels will be drained and dried in accordance with CGA and DOT Requirements. Once dry the extinguisher valves shall be serviced and replaced as per manufacturer and USAF TO

13F4-4-121. All hydrostatic testing will be carried out by approved personnel trained in accordance with the DOT Requirements.

All equipment will be calibrated and certified as per CGA, DOT and US Dept of Defense (DOD) regulations, recommendations and requirements. Hydrostatic testing shall commence after the contract award.

5.5 REPLACEMENT AND SALVAGE OF EXTINGUISHERS. Facility managers will have replacement fire extinguishers readily available in their assigned facilities around the base. When coordinated/requested by the Base Fire Department, the contractor shall be responsible for installing new fire extinguishers. The Base Fire Department will coordinate the specific placement. This service shall also include the preparation of extinguishers for salvageable turn-in and transport when deemed necessary by the Base Fire Department. Contractor shall also assist with transporting all reclaimed Halon cylinders containing agent to transportation for shipment to the receiving organization.

5.6 HALON MANAGEMENT. The Government will provide, as government-furnished material (GFM), all Halon required for extinguisher maintenance. The contractor may neither provide Halon from its own stocks nor may the contractor purchase the agents to charge Air Force fire extinguishers. All Halon provided to the contractor in extinguishers or as GFM for extinguisher maintenance will remain the property of the U.S. Government and will be tracked by the contractor.

5.6.1 On a regular basis (at minimum with each invoice) and at the conclusion of the performance of contract, the contractor shall provide to the COR reports that demonstrate the tracking of Halon.

5.6.2 The contractor must return to the Government all unused or excess Halon. The contractor shall not dispose of or otherwise transfer any U.S. Government-owned Halon. The installation not the contractor shall be responsible for returning all Halon to the

Air Force Defense Reserve stockpile.

5.7 RECORD KEEPING AND DOCUMENTATION. Contractor shall maintain records of all services performed under this contract. This record shall be readily available at all times for audit or query. Reports shall be provided on a monthly basis to a

COR. The report shall include as a minimum the facility number, serial numbers of the fire extinguishers involved, types, sizes and locations in the facility.

5.7.1 ADDITIONAL HALON RECORD KEEPING AND DOCUMENTATION. The Contractor shall be responsible for maintaining the Inventory Record of all extinguishers and will provide reports to the COR.

5.7.2 The Inventory Record shall cover all halon fire extinguishers for which the contractor is responsible and shall be readily available for audit or query. The Contractor's maintenance schedule shall be based upon the Inventory Record. The Inventory

Record shall be a columnar report, in a comma-delimited text file, electronic spreadsheet file, or other computer-readable electronic format, listing the following minimum data for each extinguisher. This will be done through an Automated Civil

Engineer Squadron Fire Department (ACES-FD) data base program as designated by the Base Fire Department.

Serial number or tracking number of the extinguisher

Date added to contractor's responsible inventory or date of initial fill.

Date of last monthly inspection (Air Force Form 1071)

Date of last annual service maintenance

Date of last six-year complete maintenance

Date of last hydrostatic testing

Undergoing major overhaul/refurbishment (Flag "YES" if applicable)

Date prepared for salvage or turned-in to government control *

* A date in this field indicates that the extinguisher has been removed from the contractor's responsible inventory.

5.7.3 The Service Report shall accompany the invoice and will itemize all services (other than the monthly visual inspection) that the contractor performed during the month. It will also serve as a log of Halon usage. The contractor shall prepare and submit service report no later than 5th business day of the following month to the Contracting Officer Representative (COR). This report shall be a columnar report, in a comma-delimited text file, electronic spreadsheet file, or other computer-readable electronic format, listing the following data for each extinguisher serviced during the reporting/invoice period.

Date

Tracking number or serial number of the extinguisher (from inventory record)

Type of Service (e.g. initial fill, annual service maintenance, six-year complete maintenance, hydrostatic testing, corrective maintenance/recharging, refurbishment, transfer to government, and salvage preparation)

Quantity of Halon (in pounds) recovered from extinguisher prior to servicing (or quantity remaining in extinguisher following salvage preparation and/or transfer of the extinguisher to government control)

Quantity of Halon (in pounds) used to recharge extinguisher.

This report shall accompany the monthly invoice and itemize all services which were performed for the month. The report shall include as a minimum the facility number, serial numbers of the fire extinguishers involved, types, sizes and locations in the facility.

5.7.4 The Halon Report shall also accompany the invoice and will complete the log of contractor agent usage. This report is semi-annual due in January and July of each year. It shall provide the following five summary data points in a text file, electronic spreadsheet file, or other computer readable electronic format:

Date

Total quantity (in pounds) of GFM Halon received by the contractor from the government during the reporting/invoice period.

Total quantity (in pounds) of GFM Halon under the contractor's control as "bench stock" at the end of the reporting/invoice period

5.8 HANDLING OF CLASS 1 OZONE DEPLETING SUBSTANCE. The Government is responsible to obtain approval from

Senior Acquisition Official in accordance with Air Force Instruction (AFI) 32-7086 before the contractor provides any service which requires their handling and transferring Halon generated products for 150 lb Halon extinguishers or handhelds.

5.9 PERFORMANCE REQUIREMENT SUMMARY
