The District currently utilizes a campus-wide fire alarm inspection, testing, and reporting program through the BuildingReports platform and barcode-based device tracking technology. This program is maintained and administered by the District's current fire alarm inspection and testing service provider.
Continuity of the existing BuildingReports program, including device inventories, barcode tracking, historical records, reporting functionality, and user access, is a material requirement of this contract.
All costs associated with the BuildingReports platform, including but not limited to software licensing, account maintenance, hosting, subscriptions, technical support, barcode management, synchronization utilities, updates, upgrades, and all other costs necessary to maintain the District's fire alarm inspection and reporting program, shall be included in the Contractor's proposal pricing. BuildingReports platform will be accepted by the District.
The Contractor shall provide all software, licensing, subscriptions, hosting, barcode management, handheld devices, synchronization tools, technical support, upgrades, and other resources necessary to maintain the reporting and barcode tracking program throughout the term of the contract.
The Contractor shall utilize the District's existing BuildingReports platform and existing barcode inventory unless otherwise approved in writing by the District. The reporting platform shall provide visual status indicators identifying compliant devices, deficient devices, repaired devices, overdue inspections, and outstanding deficiencies.
Inspection and testing records shall be retained within the reporting platform for the duration of the contract and for a minimum of five (5) years following completion of each inspection, unless a longer retention period is required by law.
The Contractor shall provide the District with administrative-level access to the reporting platform, including the ability to review records, generate reports, download data, and maintain user accounts.
All inspection reports, deficiency reports, service records, and supporting documentation shall be available for download in commonly accepted non-proprietary formats.
Time and date records associated with inspections, testing activities, barcode scans, and service activities shall be automatically recorded by the reporting system and shall not be capable of alteration by field personnel.
Upon expiration, termination, or non-renewal of the contract, the Contractor shall cooperate fully with the District and any successor contractor to ensure uninterrupted access to all historical records, device inventories, barcode data, reports, and inspection histories. All District data shall remain the property of the District and shall be provided to the District in an accessible electronic format upon request and at no additional cost.
2.5. Emergency and Non-Emergency Repairs
Repair services are included within the scope of this Request for Proposals (RFP) only to the extent that pricing is established through the Contractor's submitted Pricing Proposal. The District does not guarantee any minimum quantity or dollar amount of repair work under this Agreement.
The Contractor shall submit fixed labor rates, equipment markups/discounts, and any other applicable pricing necessary for the District to evaluate and establish pricing for future repair services. Such pricing shall remain firm for the term of the Agreement, subject to any approved adjustments identified in the
Agreement.
Whenever deficiencies, failures, or recommended corrective actions are identified during inspections, testing, maintenance activities, emergency service, or normal system operation, the Contractor shall provide the District with a written repair quotation identifying the scope of work, labor hours, materials, equipment, and total estimated cost based on the awarded contract pricing.
No repair work, procurement of materials, or additional services shall commence without prior written authorization from the District. The District reserves the right, at its sole discretion, to authorize repair work under this Agreement utilizing the competitively awarded pricing, issue a separate purchase order, obtain additional quotations, or procure the work through another authorized procurement method in accordance with applicable law and District policy.
Repair work performed under this Agreement shall be invoiced separately from routine inspection, testing, and maintenance services and shall reference the applicable District purchase order or written authorization.
