About this file
This is a Findings to Support Exemption from Bidding document executed by the Northwest Central Public Utility District (NWCPUD) in Oregon on April 6, 2026, authorizing a sole-source procurement for office furniture. The District seeks to add and modify existing office furniture through One Source Office Interiors, the exclusive regional Teknion furniture dealer. The procurement is justified based on the need for compatible materials that can be reused from the District's existing inventory to achieve office reconfiguration and expand to maximum capacity without requiring incompatible brand substitutions. No specific quantities, response dates, bidder meetings, or contract term details are provided in the findings document.
The estimated cost of the sole-source procurement is $77,815.00, which falls within the $25,001 to $250,000 threshold and requires approval by the General Manager, Assistant General Manager, Chief Financial Officer, Director of Corporate Services, or Chief Operating Officer. The procurement requires documented findings of sole-source determination, submission for purchasing approval, and a mandatory seven-day public notice period before execution. Protests may be submitted within seven calendar days after public notice issuance. The District will not execute the contract until the protest period expires or any protests are resolved. The requestor is Jeffrey Teel from the Engineering Department. Funding source and other financial details beyond the estimated cost are not specified in this document.

Description of Findings:
One Source Office Interiors is the exclusive Teknion dealer in our area. By sole sourcing the procurement of like and kind materials from an exclusive dealer, we can reuse existing parts and materials that the district owns to achieve our office reconfiguration and additions to get to maximum capacity. This will eliminate the need to purchase another brand of furniture that is not compatible with our existing inventory. One Source Office Interiors is the only distributor the District can use to match the existing office furniture.
