About this file

This is a Questions and Answers document issued by the California State Lottery on October 9, 2026, in response to inquiries from prospective bidders regarding RFP #R005840 for Financial Auditing and Related Services. The Lottery is seeking proposals from qualified certified public accountant firms to provide annual financial auditing and related services, with proposals due October 16, 2026. The contract term is three years, with options for the Lottery to extend up to two additional one-year periods under the same terms, conditions, and pricing at its sole discretion. The scope of work includes examination of the Lottery's statement of net position, statements of revenues and expenses, cash flow statements, related disclosures, internal controls assessment, and compliance with applicable laws and regulations, with particular focus on prize liability accounting, investments totaling $522.6 million, capital assets of $172.6 million, pension liabilities of $159.0 million, and other postemployment benefits liabilities of $261.3 million.

The Q&A document provides clarification on submittal requirements, including that proposers may edit mandatory forms in Microsoft Word to accommodate responses, that the Lottery prefers mandatory documents be submitted as individual files though vendors may combine them if necessary, and that proposals should follow the RFP's format and structure using at least 12-point Arial font with certain exemptions for text in graphics, tables, exhibits, and legal fine print. The prior independent audit for the fiscal year ended June 30, 2025, was conducted by Weaver and Tidwell, L.L.P., with an unqualified opinion issued November 21, 2025, and prior-year audit fees were $186,500.00 for Annual Financial Statement Audit Services and Agreed Upon Procedure Engagements. The Lottery indicated that no adjusting entries were noted by auditors in the previous two audits, the Lottery's fiscal year ends June 30 with audits typically completed by early to mid-November, and all accounting functions are performed internally using Epicor 10 accounting software, which the Lottery is continuously evaluating for potential replacement during the FY 2027-FY 2031 contract period.
