Sole Source Justification Statement dated 12/18/2022: Request sole source approval for subject contractor, as contractor has prior experience in development of the vessel’s as periodic safety test procedures (PSTP’s.) Annual testing of these procedures is required by the USCG and
ABS. As this is the first time fully approved procedures are available, request that the contractor which was contracted to get approvals be present to assist the vessel crew. Further included in this SOW is for subject contractor to complete recommendations regarding as built drawings for motor controllers and other equipment which subject contractor has prior knowledge of. It should be considered best value as the contractor has prior knowledge and experience as they developed the procedures (coordinating with the vessel crew) required for the testing and further have been involved in all phases of the ME controls upgrade process.
