STATEMENT OF WORK (SOW)
FOR
JBSA-LACKLAND TECHNICAL TRAINING DORMITORY FURNISHINGS
PROJECT DESCRIPTION:
Procure Student Dormitory furniture, for the Technical Training Center, at Joint Base San Antonio
(JBSA), Lackland. The furniture shall be delivered and Installed at Building number 10650 on JBSA located at 1250 Femoyer St., JBSA Lackland 78236. The furniture shall require delivery and installation. Existing furniture shall be removed by FMO contracting personnel.
GENERAL DESCRIPTION:
The contractor shall furnish all labor, supervision, materials, supplies, tools, equipment, and expertise necessary to perform the installation of all furniture. Existing furniture shall be removed by FMO contracting personnel. The services called for under this task order shall be performed in accordance with the terms, conditions, and specifications stated herein until such time as said services are completed to the satisfaction of the government.

PROJECT MANAGEMENT
The Contractor shall identify and provide a single point of contact (POC) to provide overall management and supervision during the term of this project. The single POC will serve as representative for the customer representatives to ensure the delivery and installation of furniture awarded by 502 CONS. It is necessary to ensure furniture is successfully delivered and installed on time. All pertinent communications should be written or confirmed in writing.

Location of Removal, Delivery and Installation:
This project requires removal, delivery and installation of furniture to Building number 10650.
Building 10650 is a three (3) story dormitory with inside access to all rooms. Building contains a total of 3 stairwells, one (1) on each end of the exterior building and one (1) in the interior of the building and no elevator or loading dock.
The units are older installations and require removal of existing furniture. All materials and accessories shall be installed in accordance with industry standards and manufacture’s recommendations. There is no space available to allow for staging or storage on the site for the furniture, delivery coordination and staging must be closely monitored. The contractor will coordinate all deliveries and installation times with the customer.
The Contractor shall be responsible for any damage to the building which occurs during delivery and installation. It is incumbent upon the contractor to identify any existing damage to the building by means of a Pre-Installation and Delivery Walk-Thru, and submissions of checklists to the designated agency representative on site.
The contractor shall clean up and dispose of waste materials or rubbish in accordance with this paragraph and all applicable federal, state & local regulations, standards, codes & laws.
Unless directed otherwise, the contractor shall remove all packing materials, debris, and cartons from the project site to include any defective product or material that has been delivered to the site in error. Do not dispose of or discard recyclables, packing materials or trash in any recycling or trash containers or dumpsters located on the installation.
Protection of New Building and Property

The contractor shall provide all material to protect all floors, carpeted areas, walls, carpeting from damage and soil during the moving and installation. The protective materials shall not be bolted, glued or stapled to floors, carpeted areas, walls, ceilings, or doors but instead shall either be free standing or braced so as not to cause any damage.
Proper measures (protective runners, pads, etc.) shall be provided and utilized by the contractor to protect the building (stairs, stairwells, walls, floors, etc.). The contractor shall establish and maintain this protection and maintain it throughout the full term of the purchase order. The contractor shall furnish furniture padding or other acceptable protective materials for the interior of the building, including, door frames, thresholds, and corners to which the property shall be moved under this purchase order. Any damage caused by the contractor shall be the responsibility of the contractor to repair or replace.
After the installation of furniture items, the contractor and government representative shall jointly conduct a walk-through and annotate any new damage at the new location. Any damage caused by the contractor will be the responsibility of the contractor to repair or replace at no additional cost to the Government.
GENERAL INFORMATION
The contractor and its employees shall meet minimum security requirements in order to gain access on to Joint Base San Antonio- Lackland at the contractor's expense. A three (3) business day advance notice is needed for access pass, and any person with recent arrest will not be able to enter the post.
The contractor shall obtain all required installation passes for contractor personnel.
Contractor personnel shall be able to produce personal identification when required by current Force Protection Conditions or special instructions.
The contractor personnel shall wear an identifiable outer garment (company shirt) or badge which clearly identifies a contract employee. The badge will contain a personal picture, name of employee, and contractor's name.
All contractor vehicles must enter and depart through JBSA Lackland via the Growdon Gate, Hwy 90 East.
GOVERNMENT FURNISHED SERVICES
The government shall provide without cost to the contractor, the utilities of electricity and water necessary to accomplish all tasks in this SOW.
The government shall provide without cost to the contractor, Security Police and Fire
Protection. In the event that security police or fire protection is needed by the contractor while on JBSA-Lackland, the contractor shall call the following numbers and state that the emergency is on JBSA-Lackland.

HOURS OF OPERATION:
Normal Hours. Performance of work shall be during normal duty hours between 8:00 through 4:00 pm, Monday through Friday unless otherwise requested in writing and approved by the Contracting Officer.
Recognized Holidays. The contractor is not required to provide scheduled service on the following holidays: (Please be advised that before or after holidays there might be limited staffing.

NOTE: Any of the above holidays falling on a Saturday will be observed by the government on the preceding Friday. Holidays falling on a Sunday will be observed by the government on the following Monday. The contractor may choose to work on these days, but may do so only with prior coordination with the Office Manager(s) and approved by the Contracting Officer and at no additional cost to the government.
