About this file

This document provides a class justification and approval for other than full and open competition for Department of Health and Human Services contract actions in response to COVID-19. The class J&A authorizes HHS contracting offices to process requirements for COVID-19 recovery efforts on an urgent basis under the authority of the attached class J&A. It applies to all COVID-19 related contract actions. Contracting officers must include a copy of the class J&A in award files and maintain a log of all contracts awarded with this authority.

The related federal contract opportunity is a sole source award to an unknown vendor for kitting services of government furnished material. The awarded contract requires assembling, packaging, labeling, and shipping COVID-19 vaccine ancillary kits containing items provided by both the vendor and United States Government. The kits include hypodermic needles and syringes of various sizes, mixing syringes, sterile alcohol prep pads, PPE, vaccination cards, and other medical products to be placed in packages for healthcare providers to administer a national vaccination campaign. The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response awarded the contract for an unknown amount on September 23, 2020.
