INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified manufacturers capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Threat Screening Center (TSC).

The information gathered may be used to formulate acquisition strategies for competitive solicitations.

BACKGROUND

The TSC conducts its screening mission through the development of technology initiatives for watch-listing and encounter information that is shared with Federal, State, local and international law enforcement, and national security partners.

To carry out its mission, the TSC requires an authentication management software solution. This software would be considered commercial, and this effort will not be consolidated with previous efforts.

In accordance with NIST 800-53 revision 5 related to security control IA-05 (01) Authenticator

Management: Password-based authentication, information systems must have the requirements below met.

Information Systems must:

1. Maintain a list of commonly used, expected, or compromised passwords and update the list immediately and when organizational passwords are suspected to have been compromised directly or indirectly.

Version 1.2 Page 4

2. Verify, when users create or update passwords, that the passwords are not found on the list of commonly used, expected, or compromised passwords in IA-5(1)(a).

3. Transmit passwords only over cryptographically protected channels.

4. Store passwords using an approved salted key derivation function, preferably using a keyed hash.

5. Require immediate selection of a new password upon account recovery.

6. Allow user selection of long passwords and passphrases, including spaces and all printable characters.

7. Employ automated tools to assist the user in selecting strong password authenticators.

8. Enforce the following composition and complexity rules: a case sensitive 12-character mix of upper-case letters, lower-case letters, numbers and special characters in including at least one of each.

The TSC requires a software solution to help it meet these requirements above.
