About this file
This is a Statement of Work (SOW) for the FY27-29 Portable Impact Location System (PILS) contract supporting the Department of the Navy Strategic Systems Programs' Sustainment Flight Test Program and the U.S. Air Force Sentinel flight tests. The base year (FY27) includes in-service engineering and maintenance of PILS, spares procurement and repairs, a Flight Test Instrumentation (FTI) capability study, classified flight test reentry body data reports, contract data requirements deliverables per DD Form 1423, and residual contractor-acquired property management. All FY27 items except the base engineering and maintenance are designated as options.
The contract extends through FY29 with similar recurring requirements across all three fiscal years: PILS in-service engineering and maintenance, spares procurement and repairs, FTI capability studies, and classified flight test mission support reports. FY29 includes additional optional items comprising a mid-cycle refresh of the PILS system and supplemental Air Force Sentinel flight test mission support. The Contractor must provide facilities, personnel, materials, and services necessary to sustain system operations and ensure maximum data collection during flight tests. All deliverables involving flight test data are classified. The contract structure utilizes Cost Plus Fixed Fee Contract Line Item Numbers (CLINs) with a total performance period of 54 months from contract award.
