IV. DESCRIPTION
The Federal Aviation Administration (FAA)’s Science Technology Engineering and Mathematics (STEM) Aviation and Space Education (AVSED) Program is issuing a Request for Information for “FAA branded STEM items”. Please see attached documents for detailed instructions.
The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside may be chosen depending on the responses to this Sources Sought / RFI Notice.
a) This is not a Screening Information Request or Request for Proposals of any kind;
b) The FAA is not seeking or accepting unsolicited proposals;
c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and
d) Any costs associated with the market survey submittal are solely at the interested vendor’s expense.
The purpose of this RFI is to solicit statements of interest and capabilities statements from small businesses in the following categories: (a) Socially and economically disadvantaged business (SEDB) expressly certified by the Small Business Administration (SBA) for participation in SBA's 8(a) program; (b) Service-disabled veteran owned small business (SDVOSB); (c) Women-Owned Small Business (WOSB); (d) Historically Underutilized Business Zone (HUBZone) small business; and (e) Small business (SB), that are capable of providing the supplies outlined in this document, in the timeframe stated in this document. The responses to this RFI will help determine the acquisition strategy and whether adequate competition exists to set-aside the competition among small businesses.

Note 1: The FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
Note 2: The FAA will host a (virtual) “FAA branded STEM” industry event and invite interested parties to attend.
The industry event is scheduled to take place on 15 January 2025, 10:00 A.M. - 12:00 Noon (EST).

The purpose of the event is to allow for the exchange of information regarding the identification of future acquisitions of the STEM AVSED Program and will enhance industry's understanding of the program. This enhanced understanding will allow potential offerors to judge whether or how they can satisfy the Government's requirements. The event will take place via Zoom or MS Teams.
Interested parties must register for the event. For registration, please email Erin Hodgson at Erin.Hodgson@faa.gov.
Details regarding the video conferencing application links/passcode information will be given upon registration. Due to bandwidth limitations only 2 attendees will be allowed per company. The registration deadline to the above point of contact is 13 January 2025 @12 noon Eastern Standard Time (Washington D.C. time). Failure to register will not allow admission into the event. *Attending the event is not a mandatory requirement.
All interested parties are welcome to submit its Cover Sheet; Capabilities Statement & Market Information; and Background Experience by the response date of 22 January 2025.

C.1 BACKGROUND
The Federal Aviation Administration (FAA)’s Science Technology Engineering and Mathematics (STEM) Aviation and Space Education (AVSED) Program has a requirement for branded items to be distributed at sponsored outreach events in order to promote the Program to K-12 students, as well as to be used for training purposes at such events. In order to support the FAA STEM AVSED Program’s need for these items, the Contractor must provide the following as outlined below in accordance with the FAA branding order FAA1700.6C.
C.2 OBJECTIVE
The objective of this procurement is to obtain qualified contractor support to assist the FAA’s Science Technology Engineering and Mathematics (STEM) Aviation and Space Education (AVSED) Program. These supplies and services will aid STEM AVSED in their support of FAA’s vision to prepare and inspire the next generation of skilled professionals for the aviation and aerospace industries using science, technology, engineering, and math (STEM), and to educate the public about FAA's mission to maintain the safest, most efficient aerospace system in the world.
C.3 SCOPE
The Contractor must provide FAA branded items to include the STEM AVSED educational logo as provided by the FAA and in accordance with FAA branding order FAA1700.6C. The format must be approved by an FAA representative prior to printing. The FAA will provide the vendor with format font and color for each item ordered.
C.4 Delivery Locations
The Contractor must deliver the items requested within the agreed upon timing with the government after receiving an order request to the designated shipping location(s) below. This may include several shipping locations per order.
All items to be priced must include the shipping to each destination (FOB destination). Points of Contact for each location will be designated at the time of the order.

C.4 Order Frequency
Orders will be placed on an as-needed basis for delivery to the designated location(s) provided in the SOW.
C.5 Educational and Career Brochures
The Contractor must provide the requested type and quantity of educational and career brochures. The FAA will provide layout and information on content of brochures and can provide a standardized printing request form. An FAA representative must approve the format prior to printing.

*The Buy American Act statute restricts the purchase of supplies that are not domestic end products. The FAA is seeking to purchase items that are only Buy America Act (BAA)/Made in America compliant. The FAA is subject to the United States-Mexico- Canada Agreement (USMCA). If an FAA acquisition is subject to the USMCA, the FAA must treat goods from Mexico as domestic for purposes of the Buy American Act.
2. Industry feedback is requested on the draft SOW for this requirement. Please list any challenges or potential performance roadblocks related to fulfilling the draft SOW requirements and any suggestions for improving the draft SOW language. Feedback is also requested regarding the proposed PSC and NAICS codes. Comments on PSC/NAICS and suggestions for alternative codes must include supporting rationale.

Provide the following information on two (2) similar projects with respect to our draft SOW that was completed within the last three (3) to five (5) years for which you were the prime or a Sub-Contractor.
