About this file

This document is a Statement of Work (SOW) for repairing a Thermo Elemental Element XR ICP-MS located at the NIST Charleston Laboratory. The ICP-MS is currently out of operation due to an issue with the magnet current circuit. The SOW requires the contractor to diagnose and repair the issue, calibrate the instrument, and perform testing to ensure it meets the manufacturer's specifications. The contractor must provide all necessary parts and labor, and the government will only pay for the parts actually used. The work must be completed between May 13, 2024 and July 12, 2024 at the NIST Charleston Laboratory. The government will provide a new detector as government-furnished property. The contractor must meet specific instrument sensitivity and mass resolution requirements in order for the government to accept the repair.

The related federal contract opportunity is a Request for Quotation (RFQ) for the repair of the Thermo Elemental Element XR ICP-MS. The RFQ is being issued using simplified acquisition procedures under FAR Parts 12 and 13, with an NAICS code of 811210 - Electronic and Precision Equipment Repair and Maintenance. The government intends to award a firm-fixed-price purchase order to the responsible contractor submitting the lowest-priced, technically acceptable quote. Quotations are due by 1:00 pm Eastern Time on May 6, 2024, and questions are due by 1:00 pm Eastern Time on May 8, 2024.

STATEMENT OF WORK

Repair Thermo Elemental Element XR ICP-MS

I. BACKGROUND

The Thermo Element XR ICP-MS located at the NIST Charleston Laboratory is currently out of operation. Initial diagnosis shows a fault in the magnet current circuit, which could be due to one or more large electronic components that have failed.

SCOPE OF WORK

The Contractor shall provide the necessary personnel, material, equipment, and services to repair a Thermo Elemental Element XR ICP-MS.

II. SPECIFIC REQUIREMENTS

1. The Contractor shall diagnose and repair a no magnet current condition and restore operation of instrument to factory specifications, through provision of all parts and labor, to include as necessary:

A: Magnet power supply

B: Magnet power stage

C: Fast field regulator board

2. The Government will only pay for parts actually utilized to complete the repair. Before parts are utilized, the vendor has to notify the Contracting Officer Representative (COR) and the COR has to agree to the parts to be used.

3. The Contractor shall perform all instrument calibrations as necessary to restore operation of the instrument to the factory specifications outlined in Section VIII, Acceptance Criteria. This shall include calibration of the fast field regulator board, mass calibration of the instrument, and calibration of the detector.

4. After all repairs and instrument calibrations are completed (Req. 1 and Req. 3) the

Contractor shall perform factory instrument specification testing for ion beam sensitivity and instrument mass resolution in the three resolution modes of the instrument: high resolution, medium resolution, and low resolution. Contractor will provide a report to

NIST indicating that the instrument operation is restored, based on the instrument sensitivity and resolution qualifications outlined in the Acceptance Criteria below.

III. GOVERNMENT FURNISHED PROPERTY

NIST shall purchase in advance and provide a new detector (consumable item) to the contractor to ensure that the repaired system can achieve the factory specifications outlined in Section VII, Acceptance Criteria.

IV. PERIOD OF PERFORMANCE

May 13, 2024 – July 12, 2024

V. PLACE OF PERFORMANCE

All work shall be completed at NIST Charleston Laboratory, 331 Fort Johnson Rd., Charleston, SC 29412. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays.

VII. ACCEPTANCE CRITERIA

The Government shall confirm that the repaired instrument restores the ion beam and passes the following manufacturer specifications: Instrument mass resolution > 300 in low resolution mode, > 4,000 in medium resolution mode, > 10,000 in high resolution mode. Instrument sensitivity and background specifications are indicated below (units: cps = counts per second, ppb = parts per billion)

Low Resolution (R = 300) 115In > 1x106 cps/ppb

Medium Resolution (R = 4,000)

115In > 1x105 cps/ppb

High Resolution (R = 10,000) 115In > 1.5x104 cps/ppb

Background in all 3 resolutions < 0.2 cps

VIII. GENERAL INFORMATION

Safety: The Contractor employees or subcontractors shall be responsible for knowing and complying with all field and laboratory safety protocols and regulations. Such regulations include, but are not limited to, general safety, fire prevention, chemical and mechanical/heavy equipment hazards, personal protective equipment, and waste disposal.

Security: The NIST Laboratory is located on a restricted campus. US freight carriers delivering the necessary parts to NIST shall comply with all rules for deliveries and deliver the materials during regular business hours.

Identification Badges: US freight carriers shall comply with all NIST site access requirements.

Vehicle Registration: US freight carriers shall comply with all specific requirements for delivery vehicles.

Warranty: A 90-day warranty shall be included for any new parts installed. The warranty period shall start after NIST acceptance of the completed repairs. Any warrantied new parts will be removed and replaced by the Contractor at no cost to the Government if they fail during the warranty period.
