About this file

The document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Education, Division of Early Learning (DEL) for a web-based information system to store and generate CLASS assessment results used to determine school readiness provider contract eligibility and payment differential levels. The DEL is seeking to contract with WELS Systems Foundation, LLC, the only vendor with permission from the CLASS publisher to use the CLASS assessment instruments in its system, for a 60-month term. The estimated dollar amount for this single-source acquisition is $2,171,340.

The justification for the single-source acquisition is that WELS Systems Foundation, LLC has an exclusive agreement with the CLASS publishers, allowing them to legally use the CLASS program assessment instrument in their information system. There is no other legitimate data collection and composite score generation option for the copyrighted CLASS assessments that will meet the needs of the DEL or school readiness program assessment as required by statute.

The information system must store assessment results and generate a CLASS® composite score used by DEL for determining School Readiness (SR) provider contract eligibility and payment differential levels for quality. The system must also provide stakeholder level reporting including classroom-specific individual improvements plans. These plans are a key component of the professional development initiative for classroom level quality. PUR 7776 (Revised 07/2022) Incorporated by Reference: Rule 60A-1.045, F.A.C.

Program Assessment requires CLASS® scores to be calculated and used as quality measures, including minimum thresholds for contracting purposes and program improvement components that could provide higher reimbursement rates as an incentive to reward the States' school readiness child care providers for demonstrating high quality.

Intended Single Source Contractor:

WELS Systems Foundation LLC

Estimated Dollar Amount:

$2, 171,340.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The DEL had previously awarded a contract through a Request for Proposals to WELS Systems Foundation, LLC for a web-based early learning classroom support system subscription service and related training to support CLASS® assessments. During the evaluation and award process, DEL determined that WELS Systems Foundation, LLC has an exclusive agreement with the CLASS® publishers allowing them to legally use the CLASS® program assessment instrument in their information system. WELS is the only vendor with permission from the CLASS® publisher to use the CLASS® assessment instruments in its system. The contract with WELS Systems Foundation is necessary as there is no other legitimate data collection and composite score generation option for copyrighted CLASS® assessments that will meet the needs of DEL or SR program assessment as required by statute.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Cari Miller, DEL Chancellor Lisa Zenoz, DEL Deputy Director of Finance and Operations Katerina Maroney, DEL Deputy Director of Programs and Policy James Finch, DEL Financial Administration and Budget Services Manager Jana Musgrove, DEL Contract Supervisor Randall Smyth, DEL Contract Manager
