About this file
This document is a Sole Source Justification form for the Department of Veterans Affairs, specifically for the Richard L. Roudebush VA Medical Center. The procurement is for ThyroSeq v3 Genomic Classifier testing, a specialized medical diagnostic test for thyroid nodules and cancer. The contract is for a base year plus four one-year option years, with an estimated total value of $386,785.00. Pricing ranges from $2,000 to $2,431 per test, increasing incrementally each year, with a plan to test 35 nodules annually.
The justification indicates this is a sole source procurement through CBL Path, the exclusive provider of this proprietary test developed by the University of Pittsburgh Medical Center. Market research confirmed no alternative sources exist, including among service-disabled veteran-owned businesses (SDVOSBs), veteran-owned small businesses (VOSBs), or other small businesses. The test is unique in its ability to analyze over 100 genes for mutations, potentially eliminating the need for diagnostic surgery and improving patient care outcomes.
