About this file
This document is a Sole Source Justification (SSJ) for a procurement of High-Density Storage Systems (HDSSs) by the General Services Administration (GSA) for multiple Air Force bases. The procurement involves Fed-Source, Inc. providing three HDSSs to be delivered to Davis-Monthan Air Force Base (Arizona), Moody Air Force Base (Georgia), and Patrick Space Force Base (Florida), with an estimated delivery of 200 days after receipt of order.
The SSJ details that Fed-Source, Inc. submitted the Lowest Price Technically Acceptable (LPTA) quote, but their proposal includes open market items not covered by their existing GSA Federal Supply Schedule contract. These open market items include freight, installation, fire sprinkler components, lockers, benches, pallet jacks, and other accessories critical to the full functionality of the storage systems. The government determined that these components are integral to the solution and cannot be procured separately without risking delays, increased costs, and potential incompatibility. A Request for Quote (RFQ1750202) was posted on GSA eBuy on March 27, 2025, with a response deadline of April 28, 2025, and quotes were received from four vendors.

2. NATURE OR DESCRIPTION OF THE ACTION BEING APPROVED
This action is to request approval of a sole source justification in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, for the procurement of open market items associated with the High-Density Storage Systems (HDSSs) to be delivered to multiple Air Force bases, including Davis-Monthan AFB, Patrick SFB, and Moody AFB.
A Request for Quote (RFQ) was posted on GSA eBuy (RFQ1750202) on March 27, 2025, with a response deadline of April 28, 2025.
. Upon evaluation, Fed-Source, Inc.
was determined to have submitted the Lowest Price Technically Acceptable (LPTA) quote. However, Fed-Source’s quote includes in open market items, which fall outside of its GSA Federal Supply Schedule (FSS) contract. As a result, this justification seeks approval to procure those open market components on a sole source basis from Fed-Source, Inc., in order to preserve the integrity and functionality of the proposed HDSS solution.
Sole Source Justification (SSJ) FAR Part 13 Simplified Acquisition Procedures
3. DESCRIPTION OF SUPPLIES REQUIRED TO MEET THE AGENCY’S NEEDS:
Wright-Patterson Air Force Base (WPAFB) requires the procurement and installation of three (3) High- Density Storage Systems (HDSSs) to be delivered to Davis-Monthan Air Force Base (Tucson, Arizona), Moody Air Force Base (Lowndes County, Georgia), and Patrick Space Force Base (Brevard County, Florida).
These systems are critical to improving storage capacity, inventory management, and operational efficiency at each location.
HDSSs are modular, space-saving storage solutions designed to accommodate large volumes of equipment, supplies, or materials within a compact footprint. The systems typically feature movable, stackable, or sliding components that optimize space utilization and enhance workplace safety and productivity.
The total value of this procurement is . Of this amount, —or approximately —represents open market items not covered under Fed-Source, Inc.’s GSA Federal Supply Schedule contract. These open market items include freight, installation, travel, assembly equipment rental, and other ancillary equipment and accessories such as fire sprinkler components, walkie pallet jacks, lockers, benches, and additional storage accessories that are integral to the full functionality of the HDSSs.
4. IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER
FULL AND OPEN COMPETITION:
This procurement is conducted under the authority of 41 U.S.C. § 1901, as implemented by FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The authority to limit competition for this acquisition is found at FAR 13.106-1(b)(2), which permits contracting without obtaining competitive quotations when the contracting officer determines that only one source is reasonably available.
In this case, competition is restricted based on the following rationale:
Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements Unusual and Compelling Urgency Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services International Agreement 10 U.S.C. 3204(a)(4) Authorized or Required by Statute National Security Public Interest
For sole source purchases exceeding the simplified acquisition threshold, the requirements at FAR 13.501(a) apply. This justification is prepared in accordance with FAR 6.303-2, modified to reflect the use of procedures under FAR 13.5. The justification will be approved at the appropriate level in accordance with FAR 13.501(a)(2)(ii) and posted to the Government Point of Entry (SAM.gov) within fourteen (14) days of contract award, as required by FAR 13.501(a)(1)(iii).
5. DEMONSTRATION OF PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED:
Fed-Source, Inc. is both the manufacturer and distributor of the required HDSSs. The open market items included in their quote are integral components of the complete turnkey solution and cannot be separated from the overall system without compromising system functionality, compatibility, and compliance with the Government’s technical requirements. These items—such as fire sprinkler system components, lockers, benches, freight, installation, travel, and specialized assembly equipment—are not available through Fed- Source’s MAS contract but are essential for the full and proper installation of the HDSSs.
Fed-Source has a demonstrated history of successfully providing HDSS solutions to Department of Defense customers and has extensive experience operating within military environments. This includes detailed knowledge of base-specific infrastructure requirements, security protocols, and compliance with applicable building codes and fire safety regulations. In particular, their experience with extending fire sprinkler systems and performing site-specific modifications ensures that the HDSSs will be installed safely, effectively, and in compliance with mission-critical standards.
Due to this specialized experience and the interdependency of the open market items with the HDSSs, it is not feasible to procure these components from another source without risking delays, additional costs, and potential incompatibility with the rest of the system. Accordingly, Fed-Source is the only responsible source capable of meeting the Government’s full requirements.
6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED
FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE INCLUDING WHETHER A
NOTICE WAS OR WILL BE PUBLICIZED AS REQUIRED BY SUBPART 5.2 OR IF AN
EXCEPTION UNDER 5.202 APPLIES:
In accordance with FAR Part 13 procedures, a Request for Quote (RFQ1750202) was posted on GSA eBuy on March 27, 2025, to solicit quotes from multiple vendors under the Multiple Award Schedule (MAS) program.
The RFQ closed on April 28, 2025.
Fed-Source submitted the Lowest Price Technically Acceptable (LPTA) quote, and their complete solution—including both schedule and open market items—was evaluated as part of the source selection process.
Per the terms and conditions of Fed-Source’s MAS contract, certain elements of their proposal, including freight, travel, assembly equipment rental, fire sprinkler components, walkie pallet jacks, lockers, benches, and associated accessories, were identified as open market items. These items were evaluated as part of the overall Best Value Determination (BVD). The Contracting Officer reviewed the open market pricing and determined the costs to be fair and reasonable.
This procurement qualifies for the exception to synopsis requirements under FAR 5.202(a)(11), as the proposed delivery order will be issued under Fed-Source’s existing MAS contract, which was previously synopsized in sufficient detail to satisfy the requirements of FAR 5.207. Accordingly, additional public notice is not required.
7. DETERMINATING THE ANTICIPATED COST TO THE GOVERNMENT WILL BE
FAIR AND REASONABLE TO THE GOVERNMENT:
Although competition for this requirement is restricted to a sole source for the open market portion of the procurement, the Contracting Officer will ensure that pricing is fair and reasonable in accordance with FAR 15.404-1. At least two (2) price analysis techniques will be employed to assess the reasonableness of the open market pricing proposed by Fed-Source, Inc. These techniques may include, but are not limited to:
Reviewing recent commercial and Government sales history for the same or similar items;
Making indirect price comparisons to:
Similar items available in the commercial marketplace;
Competitive published price lists;
Independent Government Estimates (IGEs).
Because the items in question have been determined to be commercial in nature, no certified cost or pricing data will be required. The Contracting Officer will document the rationale and supporting data used to establish a determination of fair and reasonable pricing for all open market items.
8. DESCRIPTION OF MARKET RESEARCH CONDUCTED
Market research was conducted in accordance with FAR Part 10 to identify sources capable of providing complete turnkey High-Density Storage System (HDSS) solutions. The Government issued RFQ1750202 via GSA eBuy to solicit competitive quotes from vendors holding relevant MAS contracts. Four (4) quotes were received, demonstrating that multiple vendors are active in this space and capable of responding to the overall requirement.
Fed-Source, Inc. was determined to be the Lowest Price Technically Acceptable (LPTA) vendor. Their quote included both MAS items and open market components such as freight, installation, fire sprinkler systems, lockers, benches, pallet jacks, and other accessories. These open market elements are functionally integrated into the total HDSS solution and are necessary to ensure proper delivery, installation, and operability at the identified bases.
Because the open market items are uniquely tailored to the Fed-Source solution and cannot be procured separately without disrupting system integrity, the Government determined that these items are not separable from the overall offering. Any attempt to source these components independently would likely increase risk, delay delivery, and introduce compatibility concerns.
Further market research, including analysis of commercial offerings and previous government procurements, confirmed that such turnkey solutions commonly include open market components. Given the nature of the requirement, these elements are considered incidental to the broader solution and not reasonably available from alternate sources without significant operational impact.
9. OTHER FACTS SUPPORT THE USE OF OTHER THAN FULL AND
OPEN COMPETITION:
None.
10. LIST ANY OTHER SOURCES THAT EXPRESSED INTEREST IN WRITING:
Quotes were received from Hammerhead, LLC; UH Structures, Inc. and Warehouse One, Inc.
11. STATEMENT OF ACTIONS TO OVERCOME BARRIERS OF COMPETITION
Although other sources may be capable of supplying the open market items included in this requirement, soliciting these components separately would result in substantial duplication of effort, increased costs, schedule delays, and potential incompatibility with the proposed High-Density Storage Systems (HDSSs). The open market items are interdependent with the overall turnkey solution and were specifically configured by Fed-Source, Inc. to meet site-specific installation requirements.
To mitigate barriers to competition in future acquisitions, the Government will consider structuring future requirements to encourage full MAS coverage of all system components or developing contract line items that clearly distinguish between MAS and non-MAS elements. This approach may help facilitate broader competition while still meeting the need for integrated solutions.
For this procurement, however, the only source capable of providing a fully integrated, functional, and cost-effective solution—including the necessary open market items—is Fed-Source, Inc.
Awarding these components as part of a single delivery order is in the best interest of the Government and supports timely mission execution.
