Statement of Requirements Dual Coated Cavity Ring-down Mirrors
Background:
NIST requires quantity 14 mirror substrates and an optical coating run to create quantity 14 Dual Coated Cavity Ring-down Mirrors with high power reflectivity, low power transmission and low absorption + scattering losses for operation at two center wavelengths: 1572 nm and 2000 nm, respectively. The mirrors will be integrated into cavity ring-down spectrometers to perform precision molecular spectroscopy on pure and dilute gas-phase samples of carbon dioxide (CO2) in order to determine accurate and precise stable carbon isotope ratios, 13C/12C. The work will support the Isotopic Composition and Precision Molecular Spectroscopy project within the Optical Measurements Group (Chemical Science Division, Material Measurement Laboratory). The purpose of the project is to link spectroscopic measurements of isotopic composition for greenhouse gases and other constituents of planetary atmospheres to the international system of units (SI) through benchmarked quantum chemistry calculations of transition intensities.
Specifications:
The Contractor shall meet or exceed the following minimum specifications for Dual Coated Cavity Ring-down Mirrors:
1. Quantity of 14 mirror substrates for dual-coated cavity ring-down mirrors.
2. Mirror substrates of super polished fused silica (Corning 7980 0C or better).
3. Mirror substrates with concave high-reflection (HR) face of 1000 mm radius of curvature.
4. Mirror substrates with planar anti-reflection (AR) face for zero degrees angle of incidence.
5. HR face mirror coating with high power reflection coefficient (R) greater than or equal to 0.999985 at both center wavelength values of 1572 nm and 2000 nm.
6. HR face mirror coating with power transmission coefficient (T) less than or equal to 12 parts per million (ppm).
7. AR face coating with R less than or equal to 0.002 at both center wavelengths.
8. Mirror substrates with diameter 12.7 mm.
9. Mirror substrates with thickness 6.35 mm.
10. Test report of optical coating run and substrate dimensions.
Warranty:
Standard warranty shall cover the optical elements. Warranty shall be for one (1) year from the date of Government acceptance. Contractor shall cover repair costs within this period, including diagnosis, labor, and parts. Repair work may be performed at the Contractor’s location.

Normal duty hours are Monday through Friday, 7:00 a.m. to 3:30 p.m. with the exception of Federal holidays.
