(16) Description:
This is a special notice of intent to award a contract extension on a sole source basis in accordance with FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements” to Honeywell Federal Manufacturing & Technologies, LLC (Honeywell FM&T) for the management and operation of the Kansas City National Security Campus for a five-year period beginning October 1, 2025 through September 30, 2030. This contract extension is necessary to minimize impacts to the NNSA mission and ensure uninterrupted KCNSC operations for meeting critical non-nuclear production requirements.
The Kansas City Field Office (KCFO) and NNSA’s Office of Partnership and Acquisition Services (NA-PAS) is responsible for the administration of Honeywell FM&T’s management and operating (M&O) contract. The KCNSC production plant is critical to the Department of Energy (DOE) Stockpile Stewardship Program. KCNSC’s primary mission is, and has been for 75 years, the production and procurement of electrical, electronic, mechanical, electro-mechanical, plastic, metal components and hardware for nuclear weapons. The KCFO and Honeywell FM&T interact closely with the other Nuclear Security Enterprise (NSE) production plants and design laboratories, DOE and NNSA offices, and numerous other organizations in performing its mission.

This special notice of intent to award a contract extension on a sole source basis is neither a request for proposal nor a solicitation for offers. Responses to this notice must be submitted in writing no later than 15 days from the date of this publication. Interested sources may identify their interest and capability to respond to the requirement. Response to this notice is not required.
