STATEMENT OF WORK
Hazardous Tree Maintenance Stones River Trails and off sites Stones River National Battlefield 3501 Old Nashville Hwy. Murfreesboro, TN. 37129
A. Purpose This project will consist of Pruning approximately 50 trees and complete removal of up to six (6) dead or seriously diseased trees within the park’s trails and off sites in order to let the desired established vegetation grow better. This will also minimize the most severe hazards to the park staff, visitors and the cultural landscape itself. Remove all hazardous limbs that could cause bodily injury or property damage. Also this project would include pruning of dead or diseased branches up to a working height of 60 feet. For the purpose of this contract all work must be completed by September 30th.
B. Location
This work is located at Stones River National Battlefield 3501 Old Nashville Hwy. Murfreesboro, TN. 37129
C. Background
The existing Trails and off sites have a lot of dead branches and diseased trees within their boundaries that are causing a hazard to the park’s employees as well as the general public. Hazardous tree pruning and removal under this project will only occur to trees that are deemed by park staff to pose a risk to human safety or damage to cultural or natural resources. The park will consult with USFWS contacts regarding proposed tree removal and possible impacts on endangered species.
All pruning and removal activities will be by contract under the direct supervision of park staff with knowledge of cultural and natural resource issues concerning hazard tree mitigation. Contractor shall ensure that any pruning/removal activities that may occur are conducted in a manner that is the least obtrusive to any potentially occurring wildlife populations, whenever possible. Trees that require the use of a bucket lift and/or crane due to proximity to sensitive cultural resources and historic structures will be conducted in a safe manner as to reduce risk to resources and structures. Stumps will be flush cut at ground level. Sub-surface stump grinding will not occur on any trees designated for removal. Any trees that are removed from the national cemetery will have the tree number tag removed to be noted and the park's GIS database of trees in the national cemetery will be updated to reflect the most current conditions.
D. Need
Completing the work would opened up the canopy so sunlight can filter in to aid the growth of the smaller species. The threat of injury to visitors/employees would be eliminated as well as damage to historical earthen works and other import features of the cultural landscape. The overall health of the trees trimmed will also improve by reducing the dead wood in the trees.
E. Tasks
A. Remove hazardous limbs on 50 trees and completely remove up to six (6) trees the stumps must be cut down to ground level.
B. Contractor shall use the list of the highest priority trees with in the off sites and trails. Appendix B for the trees to be removed and trimmed at Fortress Rosecrans. We are targeting the worst of the trees with the highest hazards.
C. Remove all dead wood, branches, rotted stubs, and borer infested and structurally weak branches that would cause personal injury or property damage. Make cuts flush with trunk or branch.
D. The contractor shall chip all limbs and debris and piled at park appointed location for them to use as mulch; the larger wood that cannot be chipped shall be loaded and hauled out of the park by the contractor.
E. All equipment gasoline or diesel powered equipment used during periods of potential fire hazards or in potential forest and grass fire locations shall have spark arresters approved by the U. S. Forest Service.
F. Contractor shall use a ground guide while driving equipment through the Historic National Cemetery.
G. Contractor shall repair any damage to government property during this contract at no additional charge to the government.
H. Contractor shall use caution tape to barricade off the active work area to protect the public from overhead hazards.
I. Contractor shall not drop large limbs directly on the ground causing depressions in the ground or causing damage to headstone.
J. Contractor shall take all precautions to not damage any of the headstones or rock wall in performing this contracted work.
K. Contractor shall comply with all OSHA regulations pertaining to the work being done during the completion this contract.
L. As a minimum, contractor shall conduct a daily tailgate safety meeting. These meetings shall be conducted by a foreman and attended by all personnel at the worksite. Topic should include the hazards they will be facing for the day and how to prevent accidents.
M. Contractor shall submit a copy of their safety site plan for this project
F. Evaluation Factors for Award
1. Source Selection
One single award will be made against this solicitation as a Firm Fixed-Price Contract. It will be made to the responsible contractor whose proposal represents the “best value” to the Government. The best value determination will be made on the basis of (1) Past Performance for the past 3 years; (2) Past Experience from comparable projects for the past 3 years; (3) Experience of key personnel; (4) price. Best value, as defined under FAR 2.101, means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. All evaluation factors other than price, when combined, are approximately equal to price.
2. Evaluation Factors
CRITERIA FOR BEST VALUE
A. Past Performance: The Government will evaluate past performance over the last three years as a measure of the degree to which an offeror satisfied customers and how they complied with the Statement of Work and the Terms and Conditions of the contract. In the case of an offeror who states they have no record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably. The Government may contact sources listed by the offeror and/or other sources of information including Federal, State, and Local governments, better business bureaus, published media, and electronic databases to determine if:
1) The offeror was capable, efficient, and effective;
2) The offeror’s performance conformed to the terms and conditions of the contract and statement of work;
3) The offeror was reasonable and cooperative during performance;
4) The offeror was committed to customer satisfaction.
If necessary, provide information on problems encountered on the identified contracts and what course of action was taken to resolve the problems.
B. Past Experience: Experience is the direct participation in comparable projects.
Provide relevant experience for comparable projects over the last three years.
C. Experience of Key Personnel: List the experience and qualifications of each Crew member that is performing the work.
D. Price: The Government will evaluate the reasonableness of the price in relation to the evaluation factors listed above from the contractor. All evaluation factors other than price, when combined are approximately equal to price. In the event that the Technical Evaluation Panel has determined that one or more contractors are equal after considering all evaluation factors other than price, then price will be the determining factor for award.
The following trees were removed all ready from this site are #19,20 & 22. The Park will submit the numbers for the trees to be removed for this contract at the time we move forward to contracting. The park we need the rest of the trees closet to the trail system that pose the highest risk to be trimmed up.
