Maintenance and Urgent Repair Support for AB Sciex Instruments and Accessories

I. BACKGROUND

The Material Measurement Laboratory is one of two metrology laboratories within the National Institute of Standards and Technology (NIST). The laboratory supports the NIST mission by serving as the national reference laboratory for measurements in the chemical, biological and material sciences. Activities range from fundamental and applied research on the composition, structure and properties of industrial, biological and environmental materials and processes, to the development and dissemination of tools including reference measurement procedures, certified reference materials, critically evaluated data, and best practice guides that help assure measurement quality. Research and measurement services support areas of national importance, such as:

• Advanced materials, from nanomaterials to structural steels to complex fluids

• Electronics, from semiconductors to organic electronics

• Energy, from characterization and performance of fossil and alternative fuels to next-generation renewable sources of energy

• The environment, from the measurement of automotive exhaust emissions and other pollutants to assessment of climate change and the health and safety aspects of man-made nanomaterials

• Food safety and nutrition, from contaminant monitoring to ensuring the accuracy of nutrition labels

• Health care, from clinical diagnostics to tissue engineering and more efficient manufacturing of biologic drugs

• Infrastructure, from assessing the country's aging bridges and pipelines to the quality of our drinking water

• Manufacturing, from lightweight alloys for fuel-efficient automobiles to biomanufacturing and data for chemical manufacturing

• Safety, security and forensics, from gunshot and explosive residue detection, to ensuring the performance of body armor materials, to DNA-based human identity testing

• Fundamental chemical measurements, from the realization of pH to elemental as well as isotopic analyses

In order to perform the activities, NIST MML owns and operates seven AB Sciex instruments in the Materials Measurement Division (643), the Biomolecular Measurement Division (645) and the Chemical Sciences Division (646).

A brief mission statement for each Division is provided below:

• The Materials Measurement Division provides the measurement science, measurement standards, and measurement technology required to enable world-leading characterization of materials in support of the nation’s needs for the determination of the composition, structure, and properties of materials. In partnership with U.S.

industry, government agencies and other stakeholders, the Division develops state-of-the-art instrumentation, methods, models and software to accurately and precisely measure materials over a range of length and time scales. The Division provides benchmarking and validation of emerging materials analysis methods, and disseminates reference materials, standards and scientific data to foster innovation and advance a wide range of technologies, such as those for public safety, forensics, homeland security and nanomanufacturing.

• The Biomolecular Measurement Division provides measurement science, standards, technology, and data required to support the nation's needs in determining the composition, structure, quantity, and function of proteins, peptides, post-translational modifications such as glycosylation and phosphorylation, and related biomolecules such as metabolites. The Division’s work supports advanced biotechnology, biomedical and bioscience research, biomanufacturing, and health care.

• The Chemical Sciences Division conducts research on the science that underpins the identification and quantification of organic species. The group develops, critically evaluates and applies analytical methods based on liquid chromatography, gas chromatography, supercritical fluid chromatography, capillary electrophoresis, and mass spectrometry; conducts fundamental investigations of the processes that affect retention and selectivity in separations and of ionization and dissociation processes in mass spectrometry; is responsible for research and development activities for new chromatographic stationary phases, enantioselective separations, selective solvent http://www.nist.gov/public_affairs/mission.cfm http://www.nist.gov/mml/amat.cfm http://www.nist.gov/mml/elec.cfm http://www.nist.gov/mml/nrg.cfm http://www.nist.gov/mml/env.cfm http://www.nist.gov/mml/food.cfm http://www.nist.gov/mml/bio.cfm http://www.nist.gov/mml/infr.cfm http://www.nist.gov/mml/mfg.cfm http://www.nist.gov/mml/safe.cfm extraction approaches, multi-dimensional separation procedures, novel approaches for selective and sensitive analyte detection, and new mass spectrometric technologies; develops and refines definitive and reference methods for organic species; maintains facilities and expertise for analyses at trace and ultra-trace concentration levels; applies this research and trace organic measurement capabilities to the certification of Standard Reference Materials for chemical composition; provides advice and measurement services to other government agencies (federal and state), scientific organizations, and American industry; and interacts with international standards organizations and other National Metrology Institutes to establish comparability of measurement capabilities.

In order to maintain continued operation of the AB Sciex branded equipment, NIST MML requires maintenance and service plans as detailed in the following section.

II. SCOPE OF WORK

The Contractor shall perform the following tasks for each AB Sciex instrument and accessories as described in Table 1:

A. Service Conditions and Repairs for all Instruments

1. All services performed shall be provided by personnel who are trained and have at least two (2) years of experience on the AB Sciex instrument or accessories for which the service is being rendered in the operation of the covered instrument and/or accessories.

2. All parts shall be approved for use with the instrument by AB Sciex and/or the manufacturer of the accessories.

3. The Contractor shall respond to all service calls Monday through Friday, during regular business hours only.

The Contractor shall provide a service technician/engineer on-site at NIST Gaithersburg, MD, and/or the Hollings Marine Laboratory (HML) in Charleston, SC within 48 hours after the service call is placed by the Government. No weekend service visits shall be required.
