About this file

This Statement of Work details requirements for biannual boiler safety device testing, maintenance, inspection, and calibration services at the Northport VA Medical Center for two boilers (Boiler #3 - 20,000 lbs/hr and Boiler #4 - 40,000 lbs/hr). The work must comply with VHA Directive 1810 and VHA Boiler Safety Device Testing Manual (8th Edition), covering comprehensive testing of water level controls, pressure containment systems, fuel train safety devices, and burner/air train safety devices.

The period of performance includes a base period from February 1, 2025 to January 31, 2026, with four one-year option periods extending through January 31, 2030. The contractor must perform testing approximately every six months, with only one boiler being out of service at a time. Key requirements include furnishing all labor, materials, and equipment, providing detailed inspection reports within one week of testing, and immediately reporting any failures to the COR. The related sources sought notice indicates the government is considering various socioeconomic set-asides under NAICS code 238220 ($19.0M size standard), with limitations on subcontracting requiring the prime contractor to perform at least 50% of the work for services.
