About this file

This document is a Statement of Requirements (SOR) for the procurement of a Gas Chromatograph (GC) system with specific capabilities. The GC system must include a Flame Ionization Detector (FID) and a Thermal Conductivity Detector (TCD), and meet other technical specifications outlined in the SOR.

The solicitation is a Request for Quotation (RFQ) issued by the National Institute of Standards and Technology (NIST) under Simplified Acquisition Procedures. It requires the delivery, installation, and training for the GC system within 90 calendar days after award. The contract will be a Firm-Fixed-Price purchase order, with options for extended warranty in one-year increments up to two additional years. Quotations must be submitted by August 30, 2024 and will be evaluated on technical approach and price, with additional consideration given to systems that exceed certain detector performance requirements.

Thermal Conductivity Detector for Trace Gas Analysis

LAB REQUESTING SERVICE: Material Measurement Laboratory, Applied Chemicals and Materials Division

I. SPECIFICATIONS

The Contractor shall provide one (1) Gas Chromatograph (GC) with a Flame Ionization Detector

(FID) and a Thermal Conductivity Detector (TCD) that meets or exceeds the following requirements:

System

• GC shall be a benchtop instrument with two inlets and capacity for four detectors.

• GC shall be configured for the analysis of gases delivered through a regulator from a gas cylinder and liquids delivered by injection from a syringe.

• GC shall be equipped with two detectors to analyze trace gases in the sample: flame ionization detector (FID) and a thermal conductivity detector (TCD).

• GC shall have an oven compartment for capillary columns with temperature program capability and liquid nitrogen cooling capability to achieve temperature control within the range from -80 ℃ to 450 ℃.

• GC shall have a remote start and stop capability through contact closure (relay). End of run signal out capability (digital out).

• GC shall be operable with helium, nitrogen, or hydrogen as carrier gases and shall have a hydrogen sensor to continuously monitor for hydrogen leaks.

• Hydrogen (99.9995% or better) for the FID shall be supplied by a hydrogen generator

(i.e., not a cylinder).

• Purified air (99.9995% or better) for the FID shall be supplied by a zero air generator

(i.e., not a cylinder).

• Specific to gases delivered through a regulator from a gas cylinder: The instrument shall have a 6-port gas sampling valve (GSV) with the ability to heat the valve to 160 OC and support a gas sample loop of up to 10 mL volume within the heated zone.

• Specific to gases delivered through a regulator from a gas cylinder: The instrument shall have a 1.0 mL gas sample loop installed at delivery.

• Specific to gas delivered through a regulator from a gas cylinder: The instrument shall have a flow-control system capable of diverting the sample flow from the GSV to the vent prior to injection (according to a software-controlled timetable) to ensure that the sample volume is constant (e.g., 3-way solenoid valve).

• Specific to gas delivered through a regulator from a gas cylinder: The instrument shall be equipped with a micro-electrically actuated, multi-position (12 position) stream selection valve that is controlled through the instrument software and that allows unselected streams to be dead ended (blocked).

• Specific to liquids delivered by injection from a syringe: The instrument shall have an automatic liquid sampler (ALS) with a tray for 100 (minimum) 2 mL autosampler vials.

• Specific to liquids delivered by injection from a syringe: The instrument shall have a temperature controlled tray with the ability to cool to sub-ambient temperatures.

• Specific to liquids delivered by injection from a syringe: The instrument shall have the ability to inject liquid samples within the range 10 nL to 10 µL.

• The FID detector shall have a detection limit for C10+ alkanes of ≤ 2 pg/s of carbon and a linear response range of ≥ 106 (± 10%).

• The TCD detector shall have a detection limit for C10+ alkanes of ≤ 1 ng/mL with helium carrier gas and a linear response range of ≥ 105 (± 10%) and shall not require a separate reference gas supply.

• GC shall be compatible with future sample introduction via a preconcentrator (e.g., Nutech Instruments or Entech Instruments products) and a thermal desorption unit (e.g., Markes International products).

Software

• The instrument shall have software to control all functions, including gas flow control, oven temperature control, gas sample injection, liquid sample injection, chromatographic data acquisition, and data analysis with a permanent software license (at delivery).

• The instrument software shall control the gas sampling valve, multi-position stream selection valve, and the automatic liquid sampler.

• Software shall have the capability to export selected data to an Excel spreadsheet.

• Software documentation shall describe how a user computer program can gain access to analytical data after a run has terminated and inform the control software of the identification of the next sample to be run in the sequence. This capability shall be available in the control software. Instrument control software shall provide access to analytical data via user computer programs written in non-proprietary languages.

Manual

• Contractor shall provide paper and electronic versions of the operations and maintenance manuals, which cover proper operation, routine maintenance, and troubleshooting for all instrument components and controlling software.

Installation

Contractor shall install the instrument at the National Institute of Standards and Technology, 325

Broadway, Boulder, CO 80305. Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up, and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. The instrument shall be configured to operate with hydrogen carrier gas.

The instrument shall operate to the manufacturer’s specifications upon installation. Installation shall take place during NIST’s normal business hours, between 8:30 am and 5:00 pm Mountain

Time, Monday through Friday except Federal Holidays, and shall be coordinated with the

Contracting Officer Representative (COR) and Subject Matter Expert (SME). Installation shall occur within 10 calendar days after receipt of the instrument.

Training

Contractor shall provide on-site training at the National Institute of Standards and Technology, 325 Broadway, Boulder, CO 80305 for a maximum of four NIST personnel covering normal operation, troubleshooting, and routine maintenance. Training shall be provided during NIST's normal business hours, between 8:30 am and 5:00 pm Mountain Time, Monday through Friday, except Federal Holidays, and shall be coordinated with the COR and SME to ensure maximum availability of NIST personnel. Training shall occur within 10 calendar days of installation.

Warranty

Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor and travel. The warranty shall commence upon acceptance by the

Government.

Options for Warranty Extension

The Contractor shall include options for the extended warranty of the system in one (1) -year increments for up to an additional two (2) years.

The extended warranty shall include the following:

o One annual onsite preventive maintenance visit each year (must include all parts and consumables) o Unlimited onsite repair visits (must include all parts and consumables) for instrument failure with a response time of three business days.

II. DELIVERY

Delivery shall occur within 90 calendar days after the award. Delivery shall take place during

NIST’s normal business hours, between 8:30 am and 5:00 pm Mountain Time, Monday through

Friday except Federal Holidays, and shall be coordinated with the Contracting Officer

Representative (COR) and Subject Matter Expert (SME).
