STATEMENT OF NEED
James A. Haley Department of Veterans Affairs Medical Center Main Entrance of SCI BUILDING 38 – Military Branch Bench Replacement
I. Background:
The James A. Haley V.A. Medical Center maintains a set of military branch recognition benches at one of the facility’s main entrances. These benches honor service members and provide seating for Veterans, visitors, and staff. The current set consists of five benches, representing five branches of the U.S. military.
Due to age, wear, and inconsistent visual condition, all benches require replacement to achieve a uniform appearance. In addition, a sixth bench representing the U.S. Space Force is needed to ensure full representation of all military branches.
The Vendor shall remove all existing benches, properly dispose of them, deliver the new benches, and install all six benches, representing the military branches: Army, Navy, Marines, Coast Guard, Air Force, Space Force, with equal spacing and consistent orientation in the designated entrance area. The Vendor shall remove and properly dispose of all trash generated during installation.
II. Purpose of Project:
The purpose of this project is to ensure that JAHVAH maintains a professional, uniform, and complete representation of all six U.S. military branches in a high‑visibility public area. Replacing the benches improves the aesthetic environment, honors Veterans appropriately, and ensures the installation meets durability, safety, and facility design standards.
The new benches will provide weather‑resistant, branded seating that aligns with VA expectations for outdoor fixtures and reinforces the facility’s mission to honor all service members.
III. Statement of Work:
IV. Background:
