52.212-1 ADDENDUM

ADDENDUM TO 52.212-1 - INSTRUCTIONS TO OFFERORS

In addition to FAR 52.212-1, “Instructions to Offerors – Commercial Items” the following instructions are provided.

INSTRUCTIONS FOR SUBMISSIONS OF QUOTES:

(1) Quote shall be submitted electronically no later than the due date of the solicitation via email to shere.c.reese.civ@us.navy.mil.

(2) Quoters shall comply with the detailed instructions for the format and content of the quotes contained herein;

quotes that do not comply will be considered unacceptable and may render the quote ineligible for award.

(3) Price quotes will be due on the closing date of subject RFQ and must be held firm for thirty (30) days

(4) Quoters shall submit any terms and conditions, licensing agreements, terms of service, or any other documents that are required for the requirements in the solicitation to be met with the quote.

QUOTE CONTENT:

The quote should contain the following items in addition to other information required by this solicitation.

The Quote should indicate the following:

•Solicitation Number •Name and Address of Quoter, and Cage Code •Point of Contact name, telephone number, and email address •Quote valid of 30 days following the solicitation closing date •Any terms and conditions, licensing agreements, terms of service, etc •Country of Origin for all supplies •Lead time

QUESTIONS: Quoters may submit questions regarding clarification of solicitation requirements via email to the contract specialist, Shere Reese, at shere.c.reese.civ@us.navy.mil. It is requested that all questions be received NO LATER THAN 11:00 a.m., Eastern Standard Time (EST), on 12 January 2026 NOTE: Hand-carried quote will not be accepted.

Factor I- Technical

An acceptable quote shall meet all the requirements of the solicitation. Vendor shall provide delivery lead times to meet the required delivery date. If vendor cannot meet the required delivery date, the quote shall explicitly state that the required delivery date cannot be met and shall give the most favorable lead time available. This factor shall address the technical factors and include all information required for Quote evaluation. This section of the Quote shall exclude any reference to the price aspects of the quote.

Factor II – Price Submission

This volume shall include completed solicitation documents and additional supporting documentation described below:

1. Completed price list that provides individual pricing for each CLIN as detailed in the combined synopsis/solicitation.

2. All supplemental information to support the quoted price.

3. Unless competed in SAM, RFP, Representations, Certifications and Other Statements of Offerors completed by the quoter.

A vendor’s quoted price will be determined by adding all extended amounts for all CLIN(s) which are comprised of all items listed within the quote. All price information shall be contained in the price quote. No price information shall be included in any other section including cover letters. . The importance of price as an evaluation factor is significant in that the degree of importance of price will increase with the degree of equality of the quotes in relation to the other factors on which selection is to be based. The importance of price will also increase when a vendor’s price is so significantly high as to diminish the value to the Government that might be gained under the other aspects of the quote. If, at any stage of the evaluation, all vendors are determined to have submitted equal, or virtually equal, quotes, price will be the factor in determining which vendor shall receive the award.

Price will be evaluated in accordance with FAR Part 13. The Government may evaluate any and all information submitted by the quoter to support the reasonableness of prices quoted. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Additionally, the government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost and pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

FOR CONTRACT PURCHASE OF AN INDUCTIVELY-COUPLED PLASMA OPTICAL EMISSION

SPECTROSCOPY (ICP-OES) SPECTROMETER WITH AUTOSAMPLER

1. To support its academic mission of educating undergraduate U.S. Navy Midshipmen and conducting sponsored research in the field of chemical oceanography, the Department of Ocean and Atmospheric Sciences at the United States Naval Academy (USNA) requires an Inductively-Coupled Plasma Optical Emission Spectroscopy (ICP-OES) Spectrometer with an autosampler.

The ICP-OES Spectrometer will pass an aerosolized sample via a carrier gas (like Argon) through an inductively coupled plasma torch surrounded by a radio frequency (RF) coil with an oscillating magnetic field which, when sparked excites the carrier gas and ionized molecules and atoms from the sample creating a high-temperature plasma moving electrons to higher energy levels. When removed from the plasma, excited electrons fall back to their ground state and release excess energy as photons at specific wavelengths unique to each element. The emitted light is collected and processed into its component wavelengths using a spectrometer. The ICP-OES Spectrometer will be capable of measuring minor and trace elements at low-to-mid part-per-billion (ppb concentrations) depending on the matrix in natural waters (fresh to brackish waters) and soil and sediment digestates.

2. System Technical Specifications and Requirements: The ICP-OES Spectrometer will be operable using high-purity Argon as a carrier gas. It will come complete with software, an introduction system (torch, nebulizer, spray chamber), a chiller for cooling, and standards required for installation and initial operation. The system will come with an autosampler capable of performing analysis on multiple samples (60 or greater) using a pre-programmed method. The system will be able to be plumbed into existing ventilation systems with an air flow rate between 90- 200 cfm. All components will be powered by 60 Hz, 110—120V or 200-240 VAC power. The complete system (minus chiller) will have a footprint of < 54” x 36” x 36” and can fit on a benchtop. The chiller will be a floor mounted unit with a footprint of < 16” x 30” x 24”. System software will be compatible with Windows 11 and will be licensed for operation of 3 or more computers. All freight charges and shipping will be included in system cost.

System delivery will come with a minimum of 2 days of vendor supported installation and training for 3 or more users.

If the vendors quote is determined to be unacceptable in factor 1, the price quote will not be evaluated by the Contracting Officer. The Government reserves the right to award the purchase order to other than the lowest priced vendor.

WRITTEN NOTICE

A written notice of award or acceptance of a quote furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding purchase order without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
