About this file

This is a Solicitation Modification (Addendum #1) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of all state agencies for vehicle maintenance services. The RFP seeks proposals from vendors capable of providing regular preventive and routine maintenance for Commonwealth-owned and leased vehicles across all 120 Kentucky counties, including light-duty, heavy-duty, and utility vehicles. Services encompass oil and filter changes, tire rotation, brake system checks, belt and hose inspections, and related maintenance following OEM recommendations and applicable safety/emissions regulations. The initial solicitation was released on August 20, 2025, with an extended closing date of October 6, 2025 at 3:30 PM ET. Vendors may submit written questions with two rounds available (due August 28 and September 19, 2025), with Commonwealth responses provided September 3 and September 24, 2025. The contract award will be for an initial one-year term with three optional two-year renewal periods, subject to mutual agreement. No specific contract award date is provided, as awards remain contingent upon successful negotiations.

Pricing structure has been modified through Addendum #1, with all references to firm fixed cost proposals and Attachment B removed from the solicitation due to the variable nature of vehicle maintenance costs across different makes and models. The Commonwealth does not guarantee servicing volumes and reserves the right to issue additional solicitations to ensure adequate geographic coverage. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, with the Commonwealth listed as additional insured. Vendors must be registered with Kentucky's Vendor Self Service System and comply with all applicable state procurement laws, tax registration requirements, and non-discrimination provisions. Political subdivisions including cities, counties, and school districts may participate in the resulting Master Agreement. The Commonwealth will conduct comprehensive proposal evaluations based on technical criteria (350 points), cost proposals (120 points), and potential oral demonstrations (100 points), with awards subject to protest procedures outlined in KRS 45A.285.
