About this file

This is a Request for Proposal (RFP) issued by the Commonwealth of Kentucky Finance and Administration Cabinet on behalf of the Kentucky Department of Corrections (KYDOC) for prisoner transportation vehicles. The RFP solicits proposals for four different vehicle units designed to transport prisoners, with specifications ranging from 15 to 35 prisoner-rated seating capacities and including features such as wheelchair accessibility, security walls, camera systems, emergency lighting, and specialized interior configurations. The solicitation was released on July 28, 2025, with proposals due by August 21, 2025, at 3:30 PM ET. The initial contract term will be from the award date through September 30, 2026, with the potential for five additional two-year renewal periods upon mutual agreement.

The procurement is structured as a competitive negotiation with a total possible evaluation score of 1,150 points, comprising 600 points for technical proposals, 360 points for cost proposals, and potentially 190 points for oral presentations. Vendors will be evaluated on criteria including company background, maintenance capabilities, buildout and delivery processes, and value-added features. The Commonwealth is tax-exempt and seeks vehicles that meet specific security and accessibility requirements. While no specific budget is mentioned, the RFP indicates that the contract may be extended to other state agencies with the vendor's consent. Pricing details and specific cost submissions are to be provided in Attachment B of the document, with the expectation that all vehicles will be new and meet or exceed state and federal requirements.

9.2 Term of Contract and Renewal Options

The initial term of the contract shall be from the effective date time of award through
