1.00 Purpose and Background

The purpose of this Request for Proposal (RFP) is to solicit proposals for competitive negotiations pursuant to 200 KAR 5:307. KET is seeking the services of certified public accountants to perform a financial and compliance audit for the fiscal years ending June 30, 2024, and June 30, 2025 respectively.

Kentucky Authority for Educational Television (the Authority) is a public body corporate and politic of the Commonwealth of Kentucky established by KRS Chapter 168 that prescribes and enforces regulations governing the use of educational television and television facilities and related functions, the production and transmission of educational television programs and related services. The Authority is a component unit of the Commonwealth of Kentucky, and the financial statements of the Authority are included in the Commonwealth of Kentucky's basic financial statements as a discretely presented component unit.

Kentucky Educational Television Foundation, Inc. (Foundation) and Commonwealth Fund for KET, Inc.

(Fund) are legally separate tax-exempt Kentucky corporations, which receive, hold, and administer gifts and grants in the name of the Authority. The Foundation also assists the Authority in the development and production of educational television programs and services for the benefit of the citizens of the Commonwealth of Kentucky. The Authority and the Foundation are administered by the same executive director and governed by the same Board of Directors except for the Foundation whose Board also includes a member of the Friends of KET. Although it is legally separate from the Authority, data from the Foundation is reported as if it were part of the Authority because it is substantively the same.

KET has been an agency of state government since 1962 and is a federally licensed and regulated agency of state government. It is charged with technology planning, implementation, and delivery of educational program services to the Commonwealth.

More information about KET can be found at KET’s website: http://www.ket.org. Additional information about the structure and financial reporting for KET can be found at https://www.ket.org/about.

• all statements of cash flows should be prepared in the direct method format,

• all infrastructure should be recorded on the modified approach, and because the audit of the Commonwealth’s CAFR is a group audit, component auditors must provide the APA, as the group auditor, information it has deemed necessary to meet relevant auditing standards for group audits. This includes information contained below in the section entitled “Required Auditor Correspondence with the APA”, as well as subsequent requests made directly from the APA to the component auditor.

Document Description Page 6

3. The scope shall also include the completion of the closing package forms, which are submitted to the Finance and Administration Cabinet’s Reporting Team.
