About this file
This document is a Request for Proposal (RFP) issued by the Kentucky Department of Education, an agency of the Education and Workforce Development Cabinet, seeking a naming sponsorship for the FFA Leadership Training Center. The solicitation invites sponsors to provide naming rights for a period of 25 years, from 7/1/2025 through 6/30/2050, with a minimum annual support requirement of $100,000 per year. Proposals are due by 4:00 p.m. on June 16, 2025, and must be submitted electronically through the Kentucky Vendor Self Service System. The successful respondent will receive naming rights, logo/signage placement, and the ability to display a photograph or logo in the lobby of the planned Rising Sun Center.
The sponsorship opportunity includes specific benefits such as having the chosen name displayed on logos, signage, and webpages, with the name subject to approval by the Secretary of the Finance and Administration Cabinet. The total evaluation of proposals will be based on 1000 points, with 200 points for responsiveness, 200 points for sponsor background, and 600 points for the cost proposal. The Kentucky Department of Education will require the selected sponsor to complete a Memorandum of Understanding (MOU) that includes annual financial reporting, naming rights details, and agreement to provide lobby display materials. Importantly, the department emphasizes that this sponsorship will not reduce existing funding for the Leadership Training Center.
