About this file

This is a Request for Information (RFI) issued by the Maryland State Department of Education (MSDE) seeking information on secondary mathematics instructional materials aligned to revised Integrated Algebra 1 standards and the Maryland College and Career Ready Standards for Mathematics. The RFI is issued for informational and planning purposes only and does not constitute a procurement or commitment by MSDE. MSDE is seeking information on existing, adaptable, and developable instructional materials to support the statewide transition to a two-year Integrated Algebra sequence, with Integrated Algebra 1 scheduled for classroom implementation in School Year 2027-2028. Respondents are invited to provide information describing their capacity to develop, provide, or adapt high-quality instructional materials, including standards alignment, coherence and reasoning support, adaptability assessment, development processes, licensing and accessibility approaches, and timeline feasibility for delivering classroom-ready materials by June 2026. Submissions are due by January 28, 2026, by 2:00 PM EST and should include a letter of interest and may include generic information about vendor involvement, suggestions regarding the future procurement, and material samples, but should not include detailed proposals or pricing.

The RFI requests information across six technical requirement areas: standards alignment to revised Integrated Algebra 1 standards with demonstration of meaningful integration across algebraic, geometric, and statistical domains; coherence and reasoning support including mathematical practice standards alignment and compliance with Maryland's High-Quality Instructional Materials Framework; adaptability assessment indicating the extent of targeted revisions needed versus substantial development; development and revision process experience including timelines and collaboration with state agencies; licensing and accessibility approaches including Universal Design for Learning principles, multilingual learner supports, disability accommodations, accelerated learner design, and state accessibility compliance; and organizational capacity to deliver complete classroom-ready materials by June 2026. Respondents must register to do business with the State of Maryland and may indicate Small Business or Minority Business Enterprise certification status. No pricing information, detailed proposals, or procurement commitments are part of this RFI; the information gathered will inform MSDE's internal planning, timelines, feasibility assessment, and potential future procurement strategies.

RFI #FY26-OTL-001

Request for Information

Issue Date: January 6th, 2026

Title: Integrated Algebra 1 Instructional Materials Development

Procurement Officer: Yesenia Leger Procurement Officer yesenia.leger@maryland.gov

THIS SOLICITATION SHALL BE MADE IN ACCORDANCE WITH THE SMALL PROCUREMENT

REGULATIONS DESCRIBED IN COMAR 21.05.07.

I. Purpose

The Maryland State Department of Education (MSDE) is seeking information on secondary mathematics instructional materials aligned to the revised Integrated Algebra 1 standards and the Maryland College and Career Ready (MCCR) Standards for Mathematics to inform the identification and development of instructional materials that may be made available to LEAs in advance of statewide implementation.

II. Background

Maryland is implementing a statewide transition to a two-year Integrated Algebra sequence, aligned to the revised MCCR Standards for Mathematics. Integrated Algebra 1, the first year of this sequence, is scheduled for statewide classroom implementation in School Year 2027–2028.

To support this transition, MSDE is seeking information on available, adaptable, and/or developable secondary mathematics instructional materials to support implementation of Integrated Algebra 1, including:

a. Existing instructional materials that reflect an integrated algebra approach and content, and/or

b. Materials that could be adapted or developed to align with Maryland’s Integrated Algebra 1 vision, expectations, and content

c. The scope, structure, and design of such materials

d. The development or adaptation processes required to achieve alignment

e. The feasibility of delivering a complete, classroom-ready set of Integrated Algebra 1 instructional materials by June 2026 to allow time for statewide preparation prior to classroom implementation

The purpose of this Request for Information (RFI) is to:

f. Identify curriculum developers with the experience and capacity to produce Integrated Algebra

1 instructional materials

g. Better understand what aligned or adaptable materials currently exist, what they look like, and what level of development or revision would be required

h. Inform MSDE’s internal planning related to timelines, feasibility, and potential future procurement strategies

This RFI is issued for informational and planning purposes only and does not constitute a procurement or commitment by MSDE.

What MSDE Means by Meaningful Integration https://marylandpublicschools.org/about/pages/dcaa/math/revised-standards.aspx

Meaningful integration in Integrated Algebra 1 means that algebraic, geometric, and statistical ideas are intentionally interdependent in the design of tasks, units, and learning progressions. Concepts are not taught in isolation or as parallel strands, but, when appropriate, are used together to analyze situations, reason about structure, and model relationships.

For example, a quadratic relationship may be explored symbolically, through its graphical and geometric features, and through data-based modeling, with each perspective contributing to a deeper understanding of the underlying mathematics.

III. Technical Requirements/Specifications

Respondents are invited to provide information and/or material samples describing their capacity to develop, provide, or adapt high-quality instructional materials that are aligned to the revised Maryland College and Career Ready (MCCR) Standards for Integrated Algebra 1.

Information may include, but is not limited to, the following:

A. Standards Alignment

a. A description of how existing or proposed instructional materials are aligned to the revised Integrated Algebra 1 standards, including:

i. The degree of current alignment

ii. Standards that are fully addressed, partially addressed, or not yet addressed

b. Examples illustrating how materials reflect:

i. the intent and rigor of the standards, not limited to topical coverage; and

ii. meaningful integration

c. A description of how connections across standards and mathematical domains (algebraic thinking, geometric reasoning, and reasoning with data and statistics) are intentionally embedded.

d. Instructional routines aligned to expectations of math instruction as outlined in Maryland’s Mathematics Policy, specifically- Section III. Advancing Numeracy Through Consistent, Clear, and Effective Mathematics Instruction

B. Coherence, Reasoning, and Modeling

a. A description of how instructional materials support coherence within and across units, including the intentional integration of concepts

b. Examples of how materials promote mathematical reasoning and modeling, including task design, unit structure, and the progression of ideas over time

c. A description of how materials embed the Standards for Mathematical Practice across lessons and units to support integrated sense-making and problem solving

d. A description of how the materials are aligned to Maryland’s High-Quality Instructional

Materials Framework and Rubric for mathematics C. Adaptability and Alignment Readiness

a. The extent to which materials are:

i. adaptable with targeted revisions to meet revised expectations; and

ii. requiring substantial development to achieve alignment

b. A description of the scope and nature of revisions required for full alignment

D. Development and Revision Process

a. Typical phases and timelines for materials development and adaptation

b. Review, feedback, and revision cycles

c. Experience collaborating with state education agencies or large districts on high-quality instructional materials development/adaptation E. Licensing, Accessibility, and Usability

a. Experience developing openly licensed or widely adopted instructional materials for https://marylandpublicschools.org/about/pages/dcaa/math/revised-standards.aspx https://marylandpublicschools.org/about/pages/dcaa/math/revised-standards.aspx https://www.marylandpublicschools.org/about/documents/dcaa/math/math-policy-version-adopted-march-25-a.pdf https://www.marylandpublicschools.org/about/documents/dcaa/math/math-policy-version-adopted-march-25-a.pdf https://hqim.marylandpublicschools.org/frameworks-and-rubrics/ https://hqim.marylandpublicschools.org/frameworks-and-rubrics/ secondary mathematics

b. Approaches to accessibility and usability, including:

i. Universal Design for Learning principles;

ii. supports for multilingual learners; and

iii. supports for students with disabilities

iv. supports/design model for accelerated (advanced) learners

v. Meeting state accessibility requirements
