Based on the results of this RFI, the Coast Guard Research and Development Center (CG RDC) may make a maritime test location(s) available to showcase selected technologies/services.

DESCRIPTION:

UUVs are increasingly used in both public and military maritime operations due to their versatility, stealth, and ability to operate in challenging environments. However, the proliferation of UUV technology has introduced new threats to maritime security. Malicious actors can employ UUVs for a range of activities, including intelligence gathering, surveillance, smuggling, sabotage of critical infrastructure, and kinetic strikes. The covert nature and advanced navigation capabilities of modern UUVs make them difficult to detect, track, and mitigate using traditional maritime interdiction tactics. There are effective technologies with the capability to detect and track UUVs, but few tested and fielded defeat/mitigation systems.

Defeat technologies are an essential piece in the kill chain, as detection is only the first step to stopping the threat. The development and deployment of effective C-UUV defeat solutions will enhance maritime domain dominance (MDD), port security, and critical infrastructure protection, enabling reliable response actions to neutralize UUV-based threats.

BACKGROUND:

The Coast Guard Futures Development and Integration (FD&I) Directorate is the Coast Guard’s central force design and innovation hub guiding budget priorities by clarifying mission needs and capability requirements. Under FD&I, the Coast Guard Research and Development Center serves as the execution agent for research, modeling & simulation, technology forecasting, and field experimentation. This Request for Information (RFI) is part of an effort by the United States Coast Guard (USCG) to determine the availability and technical readiness of technologies and/or services that support ports, waterways, and coastal security (PWCS), maritime critical infrastructure protection, and military force protection, specifically against Uncrewed Underwater Vehicles (UUV).

SPECIFIC TECHNICAL INFORMATION REQUESTED:

The CG RDC is seeking information on commercially available technologies designed for the mitigation and defeat of UUVs in the maritime domain. Specifically, we are interested in solutions that have been tested and demonstrated to be effective in operational settings, with a Technology Readiness Level (TRL) of 5 or higher. Technologies should be capable of supporting PWCS operations, addressing the unique challenges posed by UUVs in these environments.

We are looking for systems that can provide reliable performance in real-world conditions, including but not limited to sensor platforms, kinetic solutions, and integrated response solutions. Respondents are encouraged to submit information on products or systems that are currently available for procurement, have undergone field testing, and are suitable for deployment in port, harbor, and waterway security scenarios. Defeat solutions should be scalable and adaptable for compatibility with existing detection systems and/or various configurations for different ports. At this time, only systems with an effector or with direct mitigating capabilities, or with detection, tracking, identifying, and mitigating capabilities will be considered. Submissions that do not include defeat capabilities will not be considered at this time.

The USCG Research and Development Center requests detailed information on UUV effectors. More specifically, information regarding the following:

• Technical description of technology, including imagery as applicable

• Description of how the technology works, including theory of operation

• Description of how technology would be integrated into an underwater environment and/or harbor facility

• Dimensions, weight, and other relevant parameters of the technology

• Information on power required and source of power (e.g. batteries, generator, shore power)

• Limitations of the effector

• Software load, to include target profiles and targeting methodology

• Estimated or simulated effects on key electrical, targeting, or navigational systems of targets

• Prior tests or demonstrations the effector has participated in

• TRL and basis for this TRL in the context of the GAO TRL definitions

• Specific make and model TOIs that the system has been tested against

• Safety features, e.g. alarms, friendly target ID

• Intended operational environment of the effector as it currently exists, e.g. stationary, OTM maritime

• Mechanical and electrical information required for the government to integrate the effector into a larger system-of-systems e.g. add defeat effector to existing detect/track system

• Software integration information required for the government to integrate the effector into a larger system-of-systems

• Estimated timeline to deliver one (1) effector

• Estimated cost of the technology

• Details on installation of the system to determine feasibility of application in all environments, e.g. fixed site underwater or mobile use on a maritime platform

• Any information on required maintenance, operational availability, and mean time between failure
