About this file
This is a Request for Information (RFI) form issued by the Kentucky state government for an Actuarial Audit of the Kentucky State-Administered Retirement System. The RFI seeks information from qualified actuarial firms regarding their capabilities, experience, and proposed methodologies for conducting a comprehensive actuarial audit of the state retirement system. The document outlines the general scope of work and requests that respondents provide detailed information about their firm's qualifications, relevant experience with similar engagements, staffing resources, and technical approach. Respondents are required to submit their information by the specified deadline to be considered for potential participation in the subsequent formal procurement process.
The RFI serves as an informational gathering tool to help the state evaluate potential vendors before issuing a formal Request for Proposals (RFP) for the actuarial audit services. This preliminary stage allows the state to assess market capacity and capability among actuarial firms and to refine procurement requirements based on industry input. No contract award, pricing, or binding commitments result from responses to this RFI. The information collected will inform the development of detailed specifications, evaluation criteria, and contracting terms for the formal solicitation that will follow.

1.0 - OVERVIEW
The Kentucky Legislative Research Commission (LRC) is issuing this Request for Information on behalf of the Public Pension Oversight Board, to seek proposals from qualified firms that can independently perform a Level 1 full-scope actuarial audit of Kentucky’s state-administered retirement systems.

The Board's oversight responsibilities include all of Kentucky's state-administered retirement systems and all funds administered by the respective systems.
At least once every five (5) years, the Board is statutorily required by KRS 7A.250 to retain the services of an actuary to perform an actuarial audit of the systems. The most recent actuarial audit performed pursuant to these duties was a Level 1 full-scope actuarial audit performed in 2022 and based upon the systems' 2021 actuarial valuations.
