About this file
This is a Solicitation Modification (Version 2) issued by the Commonwealth of Kentucky for hay and straw supplies for the Kentucky Horse Park. The solicitation requests five line items totaling 129 tons of hay and straw: 5 tons of baled straw, 20 tons of baled hay (Orchard Grass/Alfalfa mixture), 20 tons of baled hay (Timothy Grass/Alfalfa mixture), 80 tons of baled hay (Timothy Grass/Orchard Grass mixture), and 4 tons of western straight alfalfa for limited use with aged horses. The original solicitation closed on May 8, 2026, at 1:30 p.m. This modification, issued April 30, 2026, was made to answer a vendor question. Deliveries must be completed within seven days of order placement and coordinated Monday through Friday between 8:00 a.m. and 4:00 p.m. local time (excluding state holidays). All deliveries are F.O.B. destination to the Kentucky Horse Park in Lexington, with vendor responsibility for unloading, stacking, and any required labor or equipment. Straw deliveries to the Hall of Champions require use of a hay elevator for loft access, and vendors are encouraged to coordinate site visits in advance to determine optimal delivery methods.
Bidders must submit their best pricing and delivery terms with completed bid information as outlined in Attachment A (Terms and Conditions). All baled hay must meet specific quality standards regarding grass and alfalfa composition, moisture content, and freedom from foreign matter, mold, weeds, and excessive seed heads. Bales should weigh 55-60 pounds each (straw bales 40-60 pounds) and be tied with two or three strings. All deliveries are subject to inspection and acceptance, with moldy or unsatisfactory bales returned to the vendor and excluded from payment. Vendors must provide weight tickets for each delivery. Contact for additional information is Keith Srutowski at 502-564-7007. Online bidding is prohibited for this solicitation.
