About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky's Finance and Administration Cabinet for the procurement of secure IP addresses through a transfer facilitator/broker. The solicitation seeks to purchase approximately one to three /24 blocks of IPv4 addresses (approximately 768 total addresses) with contiguous blocks of 256 addresses each. The RFB was issued on April 14, 2022, with bids due by April 28, 2022, at 1:30 p.m. A one-year master agreement will be awarded from this solicitation. Interested vendors should contact Evelyn Osborne at 502-564-0552 for additional information. The Commonwealth will receive and deliver the IP addresses to Kentucky Communications Network Authority located at 500 Mero Street, 1st Floor, Frankfort, Kentucky 40601.

Bidders must be registered with the American Registry of Internet Numbers (ARIN) and must have the IPv4 blocks in inventory and available for immediate transfer upon contract award. Vendors must verify that they possess legal rights to the blocks, that the addresses are free and clear of liens, that all IPs are in good standing and not on global blacklists, and that the blocks have been removed from routing tables. Bidders must fully manage the transfer process, including all seller communications and offer 24/7 phone support. Payment will be secured such that transfer to the Commonwealth is verified through public WHOIS records before payment to the seller occurs. All costs for IP addresses per block, phone support, and broker fees must be included in the bid offer. Required submission items include completed bid information, best price delivery verification (pass/fail), ARIN certification (pass/fail), and verification of legal rights (pass/fail).
