About this file
This is a Request for Bids (RFB) issued by the Commonwealth of Kentucky, Department of Forestry, for the procurement of one Seedling Bed Former unit. The solicitation, numbered RFB 758 2200000528, was issued on March 11, 2022, with bids due by March 25, 2022, at 1:30 p.m. The equipment must be delivered to the John P Rhody Nursery in Gilbertsville, Kentucky, on or before June 30, 2022. The specified equipment is a NorthWest Tiller Vineyard Model 5 or approved equal that must perform both rotary cultivation and bed forming in a single pass on a tractor. Key specifications include a four-foot working width with 12-inch furrows on each side, compatibility with 45 HP or greater tractors, 3-point hitch and PTO power, dual extended rear bars with formers and apron sections, press pan, and 23-inch gauge wheels. Delivery and on-site assembly, if required, must be included in the bid offer.
Bidders proposing alternate brands or specifications must submit descriptive literature for verification of equivalency, with failure to provide sufficient documentation potentially resulting in a non-responsive bid. The procurement addresses an operational need to consolidate two separate tractor operations into one pass, improving seed coverage consistency and reducing operational inefficiency. The submission checklist requires bids to address best price, best delivery terms, and best warranty conditions. Interested vendors should direct inquiries to Evelyn Osborne at 502-564-0552. Billing and payment will be directed to the Division of Forestry, Program Support Branch, in Frankfort, Kentucky.

Bidders Who Propose Bidders who propose alternate brands/specifications should enclose descriptive literature with their bids so that the equality can be verified. Failure to enclose sufficient literature may result in a non-responsive bid. If the brands are not changed, the contract will be written accordingly and the successful bidder shall be required to deliver the brands/specifications stated in the solicitation.
Currently a driver goes over the field with a rototiller and another driver follows behind with the drag bed former. A new bed former MUST perform both tasks with a single pass on a tractor. The current bed former does not make level beds, therefore, leaving the seed planted on one side of the bed to be exposed and not fully covered in order to get the proper moisture & protection it needs to grow, while the other side gets planted too deep making it to where the seed cannot break through the heavy soil on top of it.
SPECIFICATIONS:
- Rotary cultivator in the front.
- Must have a working width of 4 foot with a 12 inch wide furrow on each side.
- Must be able to be used on a 45 HP tractor or greater.
- 3 point hitch and PTO powered
- Rear bed forming section should include: dual extended rear bars, formers and apron section per each row, press pan.
- Gauge wheels - 23" set
