About this file
This is a Solicitation Modification (Addendum #2) issued by the Commonwealth of Kentucky's Division of Waste Management for utility locating services. The solicitation (RFB 758 2100000305) requests contracts to horizontally locate private underground utilities at sites throughout the state using Electromagnetic (EM) and Real-Time Ground Penetrating Radar (GPR) methods. The services are required to support the Division's soil gas sampler installation work, which necessitates drilling 3 feet below ground surface at multiple locations. The estimated scope includes 60 hours of regular service, with the service area encompassing a 6-foot radius around building footprints and extending 3 feet in depth. The solicitation closes on January 7, 2021, at 1:30 p.m. The contractor must be capable of providing statewide coverage, including remote areas, and must mark all findings according to APWA standards using environmentally safe paint and flags. Upon request, the contractor must provide photographic documentation and GPR data for review.
Bidders must submit a signed bid response and complete bid information using a "best price, best experience" evaluation approach. The pricing structure includes two line items: a regular hourly rate for 60 hours of service and a separate hourly rate for out-of-area services that includes mobilization and a technology fee. Vendors must carry liability insurance of at least $15,000 and are required to comply with all terms and conditions outlined in Attachment A and subsequent addenda. The Division of Waste Management will contact 811 prior to requesting service and will either provide site maps or meet on-site to confirm work areas and facilitate access. The shipping and billing address is Division of Waste Management, 300 Sower Boulevard, 2nd Floor, Frankfort, Kentucky 40601. Interested vendors should contact Evelyn Osborne at 502-564-0552 for additional information.
