About this file
This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky, Division of Forestry, for fumigation services at two state-operated forestry nurseries. The solicitation requests Tri-Brom 80 methyl bromide fumigation services totaling 16 acres across two locations: John P. Rhody Nursery in Gilbertsville, Kentucky (8 acres) and Morgan County Nursery in West Liberty, Kentucky (8 acres). The fumigation must be applied at a rate of 240 pounds per acre using the continuous tarping method with 1 mil plastic film to achieve a minimum 60% buffer zone credit. The vendor must provide all equipment, materials, fumigant, a certified applicator, trained handlers, and personal protective equipment. Additionally, the vendor must train 2 to 4 nursery personnel at each location as handlers and guarantee normal fumigation results, including re-treatment at no cost for any acres that fail to meet expected outcomes. The solicitation was issued on June 1, 2020, with bids due by June 15, 2020, at 1:30 PM. Delivery is expected between late August and late September 2020. For questions, contact Evelyn Osborne at 502-564-0552.
The vendor must comply with all EPA, OSHA, USDA, and Commonwealth of Kentucky licensing, certification, permit, and notification requirements for methyl bromide application. The Division of Forestry will provide soil sample test results at least one week prior to application to determine organic content for buffer zone credit calculations, and will supply trained handlers with required personal protective equipment. Nursery site personnel will prepare soil prior to fumigation and remove tarps upon completion, with nursery staff responsible for monitoring and tarp repair for 24 hours after application and until the fumigation process is complete. The vendor must coordinate all work scheduling with nursery site managers and complete the fumigation plan in coordination with each nursery manager. Billing is directed to Stephanie Benassi at the Division of Forestry, 300 Sower Boulevard, 4th Floor, Frankfort, Kentucky 40601. The solicitation requires submission of signed bid documentation and compliance with all terms and conditions outlined in Attachment A.
