About this file

This is a Request for Bids (RFB) issued by the Commonwealth of Kentucky, Division of Forestry, for fumigation services at two state-operated forestry nurseries. The solicitation seeks Tri-Brom 80 methyl bromide fumigation services for up to 16 total acres across two locations: John P. Rhody Nursery in Gilbertsville, Kentucky (up to 8 acres) and Morgan County Nursery in West Liberty, Kentucky (up to 8 acres). Each line item specifies fumigation of 8 acres using Tri-Brom 80 at a rate of 240 pounds per acre with a composition of 80.0% methyl bromide and 19.9% chloropicrin. The solicitation was issued on May 14, 2020, with bids due by May 28, 2020, at 1:30 p.m. Fumigation work is scheduled for late August 2020 through late September 2020. The vendor must supply all equipment, materials, fumigant, a certified applicator, trained handlers, and required personal protective equipment, and is responsible for completing the fumigation plan in coordination with nursery managers using continuous tarping with 1 mil plastic film to achieve at least a 60% buffer zone credit.

The solicitation requires vendors to be fully compliant with all EPA, OSHA, USDA, Federal, and Commonwealth of Kentucky licensing, certifications, permits, and label requirements. Vendors must train two to four nursery personnel as handlers at each location and are responsible for re-treating without additional cost any acres that fail to produce normal fumigation results. The Division of Forestry will provide trained handlers with required PPE and soil sample test results at least one week prior to application. Nursery site personnel will prepare soil and remove tarps according to label directions, while vendor personnel will coordinate scheduling with site managers. Contact for bidding inquiries is Evelyn Osborne at 502-564-0552. Billing information should be directed to Stephanie Benassi at the Division of Forestry, 300 Sower Boulevard, 4th Floor, Frankfort, Kentucky 40601.
