About this file
This is a Request for Bid (RFB) solicitation issued by the Commonwealth of Kentucky, Department of Military Affairs, for the procurement of chemical agent detection equipment. The solicitation seeks eighteen ChemPro 100i Chemical Agent Detector units or approved equivalents, each complete with standard accessory kits including test tubes, power supplies, carry pouches, filter sets, alkaline battery packs, manuals, and hard carry cases. The detectors must utilize open-loop ion mobility spectrometry technology and be capable of detecting VX and sarin nerve agents and sulfur mustard blistering agents, with the ability to identify agent class, indicate relative concentration, and provide visual displays and auditory alarms. Beyond equipment delivery, the successful vendor must conduct on-site training in nine CSEPP counties (Clark, Estill, Fayette, Garrard, Jackson, Jessamine, Laurel, Powell, and Rockcastle) with three-hour sessions held in the evenings. The solicitation was issued on July 10, 2019, with bids due by July 24, 2019, at 1:30 p.m. at the Finance Office of Procurement Services in Frankfort, Kentucky. Online bidding is prohibited, and all bids must include a signature from an authorized agent.
The solicitation includes a second line item for trade-in value on eighteen existing MSA HAZMATCAD units currently held by the Department of Military Affairs, which have been in service since June 2009 and are maintained in good condition through annual summer servicing. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, with failure to provide sufficient documentation potentially resulting in a non-responsive bid determination. Pricing should reflect the unit cost for the ChemPro detectors and a deducted trade-in credit per unit on the invoice. Shipping is directed to the Division of Facilities Management at the Kentucky Military Affairs facility, while billing should be sent to the Division of Emergency Management at the same location. All bids are subject to the terms and conditions outlined in Attachment A of the solicitation.
