About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky Transportation Cabinet Division of Purchases on behalf of the Division of Maintenance for statewide wildflower seeding and related services. The solicitation seeks vendors to provide pollinator wildflower and native grass seeds, site preparation, no-till seeding of plots using specialized equipment (Truax grass seeders), and ongoing site maintenance across twelve highway maintenance districts throughout Kentucky. Bidders must submit responses electronically through the Kentucky Vendor Self Service (VSS) system by October 19, 2026 at 1:30 p.m. Eastern Time. Vendors must clearly specify response times for service delivery, with penalties of 1% per day deducted from invoices for late completion.

Pricing is the primary evaluation criterion at 95 of 100 total points, with response time constituting 5 points. Prices must remain firm for the first twelve months of the contract, with any subsequent increases requiring written justification based on industry-wide price changes. All shipments shall be F.O.B. Destination with freight prepaid and allowed to the receiving agency.
