The solicitation encompasses 33 line items covering a comprehensive range of heavy equipment and specialized attachments required for highway maintenance and emergency operations, including excavators with various boom lengths, dump trucks, articulated trucks, tractors, skid steers with hydraulic attachments, milling machines, wheel loaders, motor graders, tree trimmers, cranes, and flagging services. Equipment quantities range from 5 to 6,000 hours, with pricing submitted on an hourly basis. The bidder deadline for written questions is September 24, 2026, at 1:30 PM Eastern Time, with an anticipated addendum response by October 1, 2026. Electronic bids are due October 8, 2026, at 1:30 PM Eastern Time, with a tentative award date of October 15, 2026. The master agreement will be effective December 1, 2026, through December 31, 2027, with optional renewal for four additional one-year periods subject to mutual written approval and potential renegotiation of terms.
Award will be determined using a best value ranking approach based on price (95 points, lowest bid receives maximum score) and response time (5 points). Vendors must guarantee a specific response time in calendar days and agree to 1% daily invoice deductions for delays beyond contracted timeframes, with exceptions for events outside vendor control. For emergency work, vendors must respond within 48 hours of notification and begin work within 24 hours to receive $750 emergency mobilization costs per equipment piece; failure to respond within 72 hours may result in contract cancellation. All equipment must be delivered with a fully qualified operator, all maintenance, fuel, and lubrication included, with a guaranteed minimum of 8 hours per work order. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, plus applicable Automobile Liability and Kentucky Workers Compensation Insurance.
