About this file
Electrical Maintenance D12 Contract Summary
This is a Request for Bid (RFB) issued by the Kentucky Transportation Cabinet (KYTC), Division of Purchases, for electrical maintenance and repair services in District 12. The contract encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various types of lighting installations (roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation lighting) across seven counties: Floyd, Johnson, Knott, Lawrence, Letcher, and Martin. The solicitation includes 90 line items covering labor (electricians, laborers, equipment operators), equipment (bucket trucks, line trucks, service vehicles, aerial lifts, skid steer loaders), materials (conduit, wire, cable, poles, cabinets, electrical service components), and specialized services (sensor installation, LED module installation, directional boring, on-call services). The deadline for written questions is April 24, 2026 at 4:00 PM, with responses posted by April 29, 2026 at 4:00 PM. Bids are due electronically by May 6, 2026 at 1:30 PM Eastern Time. The tentative award date is June 1, 2026. The initial contract period runs from June 1, 2026 through May 31, 2027, with four optional one-year renewal periods available.
Pricing is evaluated on a best-value basis with price as the sole measurable criterion (100 points allocated). Maximum hourly rates are established for key labor items: electricians at $81.00 per hour, laborers at $52.00 per hour, equipment operators at $68.00 per hour, and on-call services at $10.00 per electrician per hour. The contractor must be licensed as an electrical contractor by the Department of Housing, Building, and Construction and maintain all field crews with a licensed electrician. Specific employee qualifications are required, including IMSA certifications, Work Zone Traffic Control credentials, and flagging qualifications, with documentation required prior to award. The contract requires Commercial General Liability Insurance ($1,000,000 per occurrence, $2,000,000 aggregate) and Automobile Liability Insurance ($1,000,000 combined single limit) if applicable. All work must comply with the National Electrical Code, Manual on Uniform Traffic Control Devices, Kentucky Department of Highways Standard Specifications, and OSHA/KOSHA safety requirements. Mileage is incidental to the contract, as are traffic control services. The Cabinet provides all materials except those specified as "furnish and install" items. Reciprocal preference for Kentucky resident bidders and qualified bidder preferences apply as defined in KRS 45A.490-494 and 200 KAR 5:410.
