Electrical Maintenance D8 Contract Summary

This Request for Bid (RFB) is issued by the Kentucky Transportation Cabinet Division of Purchases on behalf of District 8 for a comprehensive electrical maintenance and repair contract covering traffic signals, flashing beacons, school flashers, and roadway/aviation lighting throughout ten counties: Adair, Casey, Clinton, Cumberland, Lincoln, McCreary, Pulaski, Rockcastle, Russell, and Wayne. The scope includes field construction, troubleshooting, and repair services performed by licensed electrical contractors with a minimum three-person crew, with at least one licensed electrician per crew required. The solicitation contains 86 line items encompassing labor (electricians, laborers, equipment operators), various equipment (bucket trucks, line trucks, service vehicles, aerial lifts), materials (conduit, wire, cables, poles, cabinets, signal heads), and specialized services (installation, maintenance, on-call response). The bid deadline is May 7, 2026, at 1:30 p.m. Eastern Time, with online submission through the Kentucky Vendor Self Service portal required; the tentative award date is June 1, 2026. The initial contract period runs from June 1, 2026, through May 31, 2027, with four optional one-year renewal periods available. Bidders must submit written questions by April 27, 2026, at 4:00 p.m., with responses provided by April 30, 2026.

Pricing is evaluated as the sole criterion (100 points), with the lowest bidder receiving the maximum score and other bids scored proportionally. The contract includes no specific set-asides but is subject to reciprocal preference for Kentucky resident bidders and preferences for qualified bidders per state statute. No price increases are permitted during the first twelve months; subsequent increases require written justification based on industry-wide price changes. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus Automobile Liability Insurance ($1,000,000 combined single limit) and Kentucky Workers' Compensation Insurance. Qualified personnel must possess Department of Housing, Building & Construction electrical contractor licenses, IMSA certifications (Traffic Signal Technician I & II and Roadway Lighting Level I), Work Zone Traffic Control Supervisor qualifications, and flagging credentials, with documentation and staff plans required prior to award. The cabinet provides most materials except those specified as "furnish and install" items; contractors pay for material pickup and transport, which is considered incidental to the contract. Liquidated damages of $500 per day per occurrence apply for failures to meet specified completion timelines, and an on-call service component requires Automatic Vehicle Location (AVL) technology for tracking vehicles.
