Electrical Maintenance D3 - Request for Bid Summary
This is a Request for Bid (RFB) issued by the Kentucky Transportation Cabinet, Division of Purchases, for Electrical Maintenance D3 services in Highway District 3 (Bowling Green District Office). The scope of work encompasses field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various roadway, aviation, bridge, pedestrian, and navigation lighting systems across nine counties in Kentucky: Allen, Barren, Butler, Edmonson, Logan, Metcalfe, Monroe, Simpson, Todd, and Warren. The contract requires submission of sealed bids electronically only through the Kentucky Vendor Self Service (VSS) eProcurement system at https://vss.ky.gov, with bids due by April 29, 2026, at 1:30 p.m. Eastern Time. The initial contract period begins June 1, 2026, and expires May 31, 2027, with four optional one-year renewal periods available. The procurement includes 90 line items covering hourly labor (electricians, laborers, equipment operators), equipment rental and usage, conduit and cable installation, pole and base installation, cabinets and enclosures, traffic signal components, lighting equipment, on-call services, and miscellaneous installation and maintenance tasks.
Pricing is the sole evaluation criterion (100 points), with the award going to the lowest responsive and responsible bidder. Maximum hourly rates are established: electricians at $66.00 per hour, laborers at $40.00 per hour, and equipment operators at $55.00 per hour. On-call services are limited to $15.00 per electrician per hour. The contractor must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, plus automobile and workers' compensation insurance as applicable. Additional requirements include Kentucky electrical contractor licensure, licensed electricians on each crew, International Municipal Signal Association (IMSA) certifications, Work Zone Traffic Control qualifications, and provision of appropriate vehicles and equipment including bucket trucks (maximum 30 feet for signal work, 50 feet for lighting work). The Cabinet will furnish most materials; the contractor is responsible for pickup from designated locations with transportation costs incidental to the contract. Routine work response time is five working days; emergency work response time is four hours. The contract prohibits mileage as a separate pay item and traffic control as a standalone charge. Price increases are not permitted during the first 12 months and require written justification and proof of industry-wide price changes thereafter. Penalties of $500 per day per occurrence apply for failure to meet specified completion timelines for various task types.
