Summary of Electrical Maintenance D4 Solicitation Modification
This is a Request for Bid (RFB) Modification issued by the Kentucky Transportation Cabinet Division of Purchases on behalf of District 4 for electrical maintenance and repair services. The solicitation covers field construction, troubleshooting, and repair of traffic signals, flashing beacons, school flashers, and various lighting installations (roadway, aviation, bridge, pedestrian, rest area, weight station, intersection, tunnel, and navigation) across eleven counties in Kentucky: Breckinridge, Grayson, Green, Hardin, Hart, Larue, Marion, Meade, Nelson, Taylor, and Washington. Work will be performed at the KYTC District 4 Traffic Barn in Elizabethtown, Kentucky. The solicitation was issued on March 19, 2026, with a deadline for written questions by March 17, 2026, and bids due electronically by March 26, 2026, at 1:30 p.m. Eastern Time. The anticipated award date is May 1, 2026. The initial contract period begins no earlier than May 1, 2026, and expires April 30, 2027, with four optional one-year renewal periods available. Modification #2 updated insurance language in Section 1.28 and added artificial intelligence compliance requirements in Section 2.38, with an added supporting document attachment for artificial intelligence. Online bid submission through the Kentucky eProcurement System is required; emailed and hard-copy bids will not be accepted.
The contract uses a "best value" ranking approach with price as the sole evaluation criterion worth 100 points, with the lowest bidder receiving maximum points and other bidders scored proportionally. Bidders must provide hourly rates for electricians (maximum $66.00), laborers (maximum $40.00), and equipment operators (maximum $55.00), along with pricing for various bid items including conduit installation, wire and cable, cabinets, poles, traffic signals, pedestrian signals, lighting services, and on-call services. The Cabinet will provide most materials except for "furnish and install" items; mileage is incidental to the contract. Vendors must be registered in the Commonwealth eProcurement System and submit required documentation including proof of electrical contractor licensing, employee qualifications with IMSA certifications, vehicle identification numbers, work zone traffic control certifications, and certificates of insurance with minimum limits of $1,000,000 general liability per occurrence and $2,000,000 aggregate. Reciprocal preference applies to Kentucky resident bidders, and qualified bidders receive a preference equal to 15 percent of maximum points. All bids must remain valid for a minimum of 90 calendar days after the bid closing date.

Contractor personnel that transport materials will be paid hourly for one equipment operator and one laborer for the hourly bid item for personnel (maximum of two individuals), and the Contractor will be paid hourly for the vehicle that is used to transport materials. If vehicles used do not require a CDL to operate, payment will be paid hourly for two laborers instead of what is stated above.
The Cabinet will not pay for any support vehicles that do not transport the materials or any personnel that is over the maximum set forward in this contract.
This includes all materials removed from the project site except for any plastic materials (does not include traffic signals or blankout signs) or wood poles. All plastic materials or wood poles shall be properly disposed of by the Contractor off the project.
