About this file

This is a Request for Bid (RFB) issued by the Commonwealth of Kentucky, Kentucky Transportation Cabinet (KYTC) Division of Purchases on behalf of the Division of Materials. The solicitation seeks one custom-built 60-beam freeze-thaw machine with touch screen control, data logger, self-contained water tank, and integrated compressor for evaluating concrete resistance to rapid freezing and thawing in accordance with ASTM C666 and Kentucky Method 64-626 standards. The machine must be delivered and installed at the KYTC Division of Materials facility in Frankfort, Kentucky, with delivery and installation to be completed within twelve months of contract award. A site visit is strongly recommended to assess the installation location, which has specific spatial constraints detailed in the specification (loading dock 84" x 88", hallway 96" wide with protruding fixtures, lab entrance 79" x 83", and final placement area approximately 135" x 135"). The bid closing date is September 24, 2024, at 1:30 p.m. Eastern Time, with a tentative award date of September 30, 2024. The successful bidder must provide delivery, installation, all necessary tools and parts, care manuals, three days of comprehensive on-site training, and a minimum one-year parts and labor warranty. Bids must be submitted electronically through the Kentucky Vendor Self Service system at https://vss.ky.gov, and vendors must be registered in the eProcurement system at least 24-48 hours prior to submission.

Award will be determined using a best-value ranking approach based on two measurable criteria: price (95 points) and delivery time (5 points). The bidder with the lowest price receives maximum points, with subsequent bids scored proportionally; similarly, the best delivery time receives maximum points with others scored proportionally. The solicitation is subject to reciprocal preference for Kentucky resident bidders under KRS 45A.494 and preferences for qualified bidders including Kentucky Correctional Industries (20% preference) and entities such as Kentucky Industries for the Blind (15% preference). All bids shall remain valid for a minimum of ninety calendar days after the closing date. The price basis is F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all shipment and freight charges. If delivery is not made within the contracted delivery date, one percent per day shall be deducted from the vendor's invoice, though delays caused by factors outside the vendor's control are exempted. The contract includes an extended warranty period offered at the end of the initial one-year warranty and on-site maintenance support available after the initial warranty period on a flat hourly rate plus billable parts. Bidders claiming resident status must submit a notarized Required Affidavit for Resident Bidder Status, and foreign entities must provide a Certificate of Authority from the Secretary of State if required.

Installation Space Restrictions The vendor will offload the machine from the truck to the loading dock. The loading dock door is 84 inches wide by 88 inches high. The machine will then be moved down the hallway which is 96 inches wide. There is a counter and a water fountain that protrude into this space up to 26 inches. The entrance to the lab is the third doorway on the left. This doorway is 79 inches wide by 83 inches high. The machine must be maneuvered to make a 90 degree turn from hallway through doorway. It will then have to be able to make 2 more sharp turns in a limited space to maneuver around cabinets and counter. On the first turn there is 125 inches between the counter and the wall. On the second turn there is 119 inches between the counter and the wall. The machine will then have to be moved to the far end of the lab and vendor must squeeze between a large bending machine and an oven. The space between the bending machine and oven at its most narrow is 58 inches. If this proves to be a problem the oven may be moved enough to allow for the machines to pass. The machines will then have to pass through another opening into our concrete mixing and freeze-thaw testing area. This opening is 76 inches wide and is open to the ceiling. The machine will then be placed in the general freeze-thaw area, a space of approximately 135 inches by 135 inches. Exact placement will be determined by the Transportation Cabinet staff to maintain an efficient work space.

Requirements and Capabilities Automatic-Freeze-Thaw Cycling The machines shall be capable of cooling concrete beams in air from 40 degrees Fahrenheit to 0 degrees Fahrenheit and raising the temperature of the beams from 0 to 40 degrees Fahrenheit in water. More specifically, the machine shall conform to all requirements of ASTM C-666, Procedure A or B, as well as Kentucky Method 64-626 especially in regard to the rate of freezing and thawing and uniformity of temperature throughout the chamber.

Capacity The interior of each of the two freeze-thaw chambers shall accommodate 60 beams held in the provided removable stainless steel rack system where no weight shall be placed on the pins at either end of the beams while allowing air and water to move freely across the surfaces of the beams.

Each beam is 3” X 4”X16” and weighs approximately 16-17 pounds.

Construction

1. The freeze-thaw unit shall be designed as a single skid mounted unit that would entail minimum installation.

The freeze-thaw water tank and refrigeration system are an integral part of the machine/skid assembly. The lid shall operate with an electric linear actuator. Circulating fans in the lid will provide uniform air temperature in the chamber as specified in the Test Method. A three (3) ton 7.5 horsepower Copeland condensing unit shall be housed within each machine.

2. The freeze-thaw machine shall be a self-contained unit whereby the water tank is located beneath the freeze-thaw chamber to allow a gravity drain and the refrigeration system using an air-cooled condensing unit will also be located within the machine to prevent unit malfunctions that could be attributed to environmental extremes.

3. The overall dimensions of the machines shall not exceed 110 inches in length, 63 inches in width and 55 inches in height. This machine shall be designed to operate and function effectively within the laboratory footprint.

4. The capacity of the refrigeration system shall be sufficient to meet the extremes of ASTM C-666 specification as well as the Kentucky Method 64-626.

Solicitation or quotation forms that include terms and conditions not in conformity with the terms and conditions of this solicitation or the Statutes of the Commonwealth of Kentucky may be deemed non-responsive.

The Commonwealth of Kentucky shall not be bound by any part(s) of the bidder’s response to this solicitation that contains information, options, conditions, terms, or prices neither requested nor required in the solicitation. In the event of any conflicts between the specifications, terms and conditions indicated by the Commonwealth and those indicated by the contractor, those of the Commonwealth take precedence. The contract supersedes all bids or other prior agreements, oral or written, and all other communications between the parties relating to this subject.
